Director, Capital Planning

Position Summary

In this position, you would be responsible for overseeing the company’s capital planning process, forecasting, strategy, capital allocation process across the enterprise to ensure optimal use of financial resources in alignment with company’s strategic objectives. This role oversees the planning, analysis, prioritization, and underwriting of non-newbuild capital investments, providing data-driven insights and recommendations to senior leadership (including Capital Committee, CFO, CEO and Executive Committee, and Operating Committee). You would drive portfolio decision-making, establish investment governance, and develop frameworks for strategic allocation of capital to maximize long-term value creation. Key responsibilities include short-term and longer-term capital asset allocation and forecasting (ranging from $2B+), working with senior leadership to prioritize investments based on necessity, returns, and corporate strategy. You would calculate portfolio and project level returns to ensure the company’s capital expenditures align with corporate strategy and return profile expectations.

Essential Duties and Responsibilities

• Oversee capital allocation across the enterprise to ensure optimal use of financial resources in alignment with company’s strategic and financial objectives, including creating robust capital allocation frameworks to evaluate and prioritize projects based on financial and strategic fit.
• Develop and manage multi-year capital investment plans in coordination with business units and executive leadership, including overseeing the annual forecast, plan (Annual Operating Plan) and strategic plan (5 year) for Capital Expenditures (ranging from $2 billion+), depreciation expense ($1.6B+ annually), and capitalized interest, including reporting and variance analysis.
• Review, update and oversee internal capital governance policies and processes, including review and approval hierarchies, oversight and management of the Capital Committee, diligence of and underwriting of business cases, project KPIs, validating financial return sensitivities.
• Develop and provide insights and recommendations on capital investment strategy prioritization through presentations to the Capital Committee, senior leadership (CFO, CEO).
• Work directly with executives and senior department leaders across the organization to assess the financial and operational viability of projects and influence corporate capital expenditures.
• Manage and optimize the capital project portfolio, including tracking performance, rebalancing based on business conditions, and reallocating funds as needed, while supporting scenario planning.
• Monitor and track performance of approved projects to ensure they are on budget and achieving forecasted returns and deliver regular reporting packages and dashboards for executive and board-level stakeholders.
• Partner with Oracle Capital Project leader and Finance transformation teams to support redesign of end-to-end capital process and go‑live / change management of Oracle Enterprise Planning Management system (Projects Module), including guiding Capital Planning team and internal stakeholders through significant change management.
• Efficiently manage multiple demands and competing projects.
• Lead and mentor the Capital Planning team responsible for capital planning and analysis while fostering a high‑performance culture with a strong focus on analytical rigor, business partnership, and accountability.
