Introduction
The Maryland Insurance Administration (MIA) isan independent State agency that regulates Marylands $46 billion insuranceindustry and protects consumers by monitoring and enforcing insurers andinsurance professionals compliance with State law. Staff members aresubject matter experts who serve as a resource for lawmakers consumers andother public and private entities.
The MIA is charged with a broad range of responsibilities including thelicensure of insurance carriers and insurance producers (brokers / agents)operating in Maryland the conduct of financial examinations of companies tomonitor financial solvency and the review and approval of rates and contractforms. The MIA investigates reports of consumer fraud and consumercomplaints about life health automobile homeowners and / or propertyinsurance. Insurance carriers are subject to market conduct examinationsand other actions to monitor compliance with Maryland law. The MIA alsohas a unit dedicated to consumer education and outreach which participates in hundredsof events and reaches thousands of individual consumers annually.

POSITION DUTIES
The MIA is recruiting to fill a Life Annuity and Credit Analyst level IIor III position in the Life and Health Divisions Life and AnnuitiesUnit. This position reviews and analyzes individual life insurance ratesand forms annuity contracts certificates riders applications andendorsements for compliance with Maryland laws and regulations; and analyzescredit life health and involuntary unemployment benefit insurance experiencereports. Corresponds with insurancecompanies regarding deficiencies in form filings and provides interpretation ofstatutes and suggestions for improvements. Responds to oral and writteninquiries from insurers the public and agency staff regarding life credit insuranceor annuity matters. The Life Annuity and Credit Analyst II / III alsoreviews and approves credit rate deviation filings that are due annually aswell as complete the credit insurance Loss ratio study every other year.
MINIMUM QUALIFICATIONS
Life Annuity and CreditAnalyst II
Education : Possession of aBachelors degree from an accredited college or university.
Experience : Two years experience indrafting or analyzing life annuity or credit insurance for a regulatory agencyor licensed insurer.
Note : The requirementsindicated below are acceptable substitutions to the above minimum requirements :
1-Four years experience drafting oranalyzing life annuity or credit insurance for a regulatory agency or licensedinsurer; or
2-Three years of experience drafting oranalyzing life annuity or credit insurance for a regulatory agency or licensedinsurer; and productive activity toward a professional designation; or
3-Possession of a bachelors degree and oneyear experience drafting or analyzing life annuity or credit insurance for aregulatory agency or licensed insurer; and productive activity toward aprofessional designation; or
4-Possession of a bachelors degree andpassing of two (2) Society of Actuaries Actuarial examinations; or
5-Possession of a Juris Doctorate degree.
Life Annuity and CreditAnalyst III
Education : Possession of aBachelors degree from an accredited college or university.
Experience : Three years experience indrafting or analyzing life annuity or credit insurance for a regulatory agency orlicensed insurer.
Note : The requirementsindicated below are acceptable substitutions to the above minimum requirements :
1- Five years experience drafting oranalyzing life annuity or credit insurance for a regulatory agency or licensedinsurer; or
2- Four years of experience drafting oranalyzing life annuity or credit insurance for a regulatory agency or licensedinsurer and passing of six (6) LOMA examinations or three (3) Society ofActuaries Actuarial examinations or a combination of above if approved by thesupervisor; or
3- Possession of a Juris Doctorate degree and two yearsexperience drafting or analyzing life annuity or credit insurance for aregulatory agency or licensed insurer.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred area ofstudy includes a bachelors degree in Mathematics Finance AccountingBusiness Administration or related fields.
Ability to convey information clearly bothorally and in writing.
Ability to understand interpret andanalyze applicable laws and regulations.
Excellent mathematics and computer skills.
Proficiency in Microsoft Excel.
Successful completion of at least one ofthe Society of Actuaries examinations or one of the following professionalinsurance designations : Associate Life Management (ALMI) or Fellow Institute(FMLI).
