Position Overview
A confidential public utility authority is seeking a dynamic and experienced Director of Project Management to lead a major water infrastructure initiative in Eastern New Mexico. This $1 billion capital project will deliver treated water from a regional reservoir to multiple communities across the region. The system is currently under construction, with full commissioning scheduled for 2031.
The Executive Director will serve as the Chief Executive Officer, overseeing all aspects of planning, design, construction, and future operations. This is a high-impact leadership role requiring strategic vision, technical expertise, and strong stakeholder engagement.

- 130 miles of pipeline infrastructure
- Multiple pump stations and a 28-mgd water treatment facility
- Service delivery to several Eastern New Mexico communities
Key Responsibilities :
Strategic Leadership & Governance
Serve as the primary liaison to the governing boardDevelop and present strategic plans, operational policies, and data-driven recommendationsLead short- and long-term planning effortsStakeholder & Public Engagement
Represent the organization in public forums and mediaMaintain relationships with state and federal agenciesSecure funding and support through presentations and negotiationsProject Oversight
Supervise construction progress and land acquisition effortsEnsure timely, budget-conscious delivery of project milestonesResolve property-related concerns professionallyFinancial & Regulatory Management
Oversee budgeting, cost evaluations, and fiscal controlsManage contracts and ensure regulatory complianceServe as the primary contact for audits and grant applicationsPersonnel & Administrative Oversight
Direct staffing decisions and performance managementEnsure alignment with organizational mission and legal standardsFoster a collaborative and compliant workplace cultureCommunications & Records Management

Education : Bachelor’s degree in Business Administration, Public Administration, Civil Engineering, or related field preferredExperience : Minimum of 5 years in senior management or administrative leadershipSkills : Strong background in project management, grants administration, and stakeholder engagementLicenses : Valid REAL ID-compliant driver’s licenseBackground Checks : Credit, federal background, and motor vehicle history checks requiredTravel : Monthly travel required, occasionally on short noticeCompensation & Benefits :
