Job description

Family Advocate Supervisor

Tulsa Health Department is offering a comprehensive benefits package to full-time employees including health care, dental, vision, retirement, deferred compensation plans, flexible spending accounts, life insurance, long-term disability, holidays, and paid time off. Part-time employees who work an average of 20 hours per week over the course of a year, receive benefits on a pro-rated basis.

The Navigation Supervisor will play a key role in advancing the goals of BEST and realizing the potential of the strategy for children and families. The Navigation Supervisor will provide personalized, ongoing support to connect families to desired programs and services and will supervise a team of Family Advocates and / or Family Liaisons. Together with other BEST implementing partners, the Navigation Supervisor will impact thousands of children across Tulsa County and the country, as other communities draw from and replicate the model.

The Navigation Supervisor will support the Family Advocate and / or Family Liaison team and will manage a monthly caseload by contacting pregnant women recently enrolled in SoonerCare to promote awareness of and enrollment in prenatal and postpartum home visitation services and early childhood programs and services. The Navigation Supervisor will engage with expectant mothers, parents and other caregivers, develop trusting relationships, and ensure that parents and children are connected to relevant and appropriate resources.

The following functions represent the majority of duties performed by the position but are not meant to be all-inclusive or prevent other duties from being assigned when necessary.

  • Directs and provides oversight of the daily activities for the Family Advocates and / or Family Liaisons.
  • Provides direction, guidance, mentorship, and education to the Family Advocate / Family Liaison Team, which includes support with client caseloads, training, work assignments, and oversees the team's workflow and productivity.
  • Manages a monthly client caseload and coordinates administrative duties with the Administrative Assistant to manage daily operations.
  • Works one-on-one with Family Advocates and / or Family Liaisons, as needed, for additional training and support.
  • Schedules and conducts the new hire orientation during the new hire onboarding.
  • Reports any concerns to the Navigation Manager promptly, regarding reporting team and individual performance concerns or disciplinary concerns.
  • Performs the Performance Management Process for all direct reports and assists in setting employee and program goals.
  • Ensure the Family Advocates and / or Family Liaisons have working equipment and places maintenance and work orders for staff as needed.
  • Provides oversight regarding record storage to abide by the agency's policy and protocol.
  • Coordinates staff PTO and submission of monthly time and effort, and works with the Navigation Manager and Administrative Assistant to approve special initiative referrals.
  • Uses Microsoft Office products including Salesforce, PowerPoint, Access, Excel, and Word with proficiency, speed, and accuracy to accomplish tasks. Has the ability and willingness to learn new software applications.
  • Participates in staff meetings, leadership meetings and quality assurance activities.
  • Completes required training in support of assigned duties and responsibilities.
  • Other duties as assigned, including those required to fulfill activities in support of public health emergency operations.

Education : Bachelor's degree required in social work, public health or other closely related field. Experience : Two years of administrative and clerical duties required. 2-3 years of experience in an administrative or consultative capacity in the health or social services field preferred. Supervisory experience preferred. Knowledge and Skills : Excellent interpersonal and communication skills are required to efficiently supervise staff who provide information and referral via telephone, in person, email, and text to pregnant women and parents and caregivers of young children and work to obtain cooperation from clients who come from a wide range of economic, social and ethnic backgrounds; to lead and coach staff; and to work effectively with agency staff and community colleagues. Proficient in Microsoft Office, including Word, Excel, Access, PowerPoint, and Salesforce. Previous experience working with culturally diverse families, executing referral coordination in health and social services. Good interpersonal and oral and written communication skills. Excellent skills in planning and organization of multiple duties.

Internal and external working relationships include regular internal contact with various staff and colleagues at ConnectFirst to coordinate meetings, develop and provide training, and facilitate referrals for the target population. Regular internal contact with various staff, the Navigation Manager, Community Connector, and the Navigation team, Family Advocates and Family Liaisons. External contact with outside agencies to exchange information to promote home visitation, coordinate referrals, establish and facilitate coalitions, recruit new referral sources, and link clients to appropriate services.

Physical effort includes frequent in-person and phone communication with staff; must be able to exchange accurate information by phone or email and use an enterprise SMS text messaging platform; and must be able to attend meetings in ConnectFirst space, at THD and in the community. Some stooping, bending and squatting may be required when retrieving files. Sitting for periods of time, up to 3 hours. Repetitive hand motions associated with using a computer, keyboard, mouse and telephone. Ability to extend arm(s) up and out. Ability to hold objects by using fingers and hands, and the ability to use fingers for operational needs such as typing. Ability to perform activities that require close visual acuity, such as analyzing data and figures.

Supervisory responsibility / accountability includes direct supervision Tulsa Family Advocates and / or Family Liaison Team. Indirect supervision n / a. Budget / money / material responsible for assigned computer and software. Reports to Manager, Navigation.

Working conditions include primarily working regular business hours. However, hours may fluctuate based on program needs. Must be able to travel to THD and external (local) employer locations. Must be flexible to meet the needs of various schedules and locations. Special requirements include maintaining THD record confidentiality according to HIPAA regulations. Must possess the ability and willingness to perform job-related travel.
