The round of applications will be reviewed on the week of April 28, 2025.For more information on this position, please see our brochure The Management Analyst II / Procurement position is responsible for overseeing procurement activities, ensuring compliance with California government procurement laws, and facilitating the acquisition of goods, services, and capital projects for the district. This role works proactively with various departments and project managers to coordinate purchases, manage vendor relationships, and support fleet management operations. This position ensures procurement processes are efficient, cost-effective, and aligned with the district's operational and strategic goals.SUPERVISION RECEIVED AND EXERCISEDThe Management Analyst II / Procurement receives general direction from the Finance Manager. EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.Duties may include but are not limited to the following : Procurement & Contract Management : Conduct purchasing and procurement activities in compliance with California public sector procurement laws, regulations, and district policies.Assist departments and project managers in developing procurement strategies, specifications, and scopes of work for purchasing goods, services, and capital projects.Prepare and issue solicitations, including Requests for Proposals (RFPs), Requests for Quotes (RFQs), and Invitations for Bids (IFBs).Evaluate vendor proposals, negotiate contracts, and ensure agreements align with project requirements, cost considerations, and compliance standards.Administer contracts, track vendor performance, and coordinate contract renewals, modifications, and closeouts.Fleet Management : Oversee fleet procurement, ensuring vehicles and equipment meet operational needs and regulatory requirements.Coordinate fleet purchasing, leasing, and disposal processes while optimizing cost-effectiveness.Maintain fleet records, warranties, and maintenance schedules in collaboration with operations and facilities teams.Collaboration & Stakeholder Engagement : Work closely with internal stakeholders, including Technical Services, Operations, Facilities Maintenance, Field Operations, Finance, and other teams, to plan and execute procurement activities.Provide guidance to departments on procurement best practices, contract compliance, and budget
with vendors, suppliers, and contractors to maintain strong business relationships and ensure high-quality service delivery.Compliance & Risk Management : Ensure all procurement activities adhere to applicable state and federal laws, including California Public Contract Code and local government purchasing policies.Maintain accurate procurement documentation and records for audits, financial reporting, and regulatory compliance.Identify and mitigate risks associated with procurement, contract execution, and vendor management.Process Improvement & Cost Control : Analyze purchasing trends, identify cost-saving opportunities, and recommend process improvements.Develop and implement procurement policies and procedures to enhance efficiency and transparency.Monitor market conditions, pricing trends, and emerging procurement technologies to improve sourcing strategies. Minimum QualificationsKnowledge, Skills & Abilities : In-depth knowledge of California public sector procurement laws, including the Public Contract Code.Experience with competitive bidding processes, contract negotiations, and vendor management.Strong understanding of fleet procurement and lifecycle management.Ability to work collaboratively with internal stakeholders to develop procurement strategies and ensure project success.Excellent analytical, problem-solving, and negotiation skills.Strong organizational skills with attention to detail and the ability to manage multiple procurements simultaneously.Proficiency in procurement software, enterprise resource planning (ERP) systems, and Microsoft Office Suite. Education and ExperienceAny combination of training and experience that would provide the required knowledge, skills, and abilities may be qualifying. A typical way to obtain the required qualifications would be : Three (3) years of progressively responsible professional experience in administrative and management analysis, or two (2) years of experience as a Management Analyst I with the District. Education : Equivalent to a bachelor's degree from an accredited college or university with major coursework in business administration, public administration or a closely related field.Licenses and Certifications : Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) certification preferred.
