Job description

Community Services Program Coordinator

This is a 0.75 FTE position that may include nights and weekends. This position may be assigned to youth and adult sports, including league administration, field and facility reservations and special events or tournaments. Desired experience includes coordinating recreation programs; managing schedules, registrations, and contracts; communicating with participants; and supporting safe and well-organized sports programs.

Under direction, assists in planning, organizing, coordinating and promoting one or more community services programs and / or facilities; programs may include, but are not limited to senior, adult, and youth recreation, sports, aquatic, adaptive recreation, performing arts programs and facilities, active transportation programs, city-wide volunteer programs, and City-wide special events; assists in facilitating programs in recreation and sports facilities; provides administrative support and program assistance to assigned supervisory or management personnel; and performs related work as required.

Receives direction from the assigned supervisory or management personnel. Exercises technical and functional direction over and provides training to assigned staff.

This classification in the Community Services series is responsible for performing duties in support of the City's various community service programs including, but not limited to; recreation, special events, performing arts, active transportation and community education, volunteer outreach and coordination, and facilities rental activities. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to ensure City facilities, community services programs, activities, and services are safe and effective and provide the highest level of customer satisfaction. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to plan, schedule, and direct the community services program operations, activities, and services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

Essential functions may include, but are not limited to, the following :

  • Plans, supervises, coordinates, reviews, and evaluates community services programs, activities, and services; establishes schedules and methods for providing community services; recommends improvements or modifications.
  • Coordinates, and participates in the day-to-day operations of community services programs and / or facilities.
  • Monitors program activities; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Promotes assigned program through community outreach efforts including developing and maintaining information for the City website related to assigned program area.
  • Recruits and selects part-time staff and volunteers to operate senior, adult, and youth recreation, sports, special events, performing arts programs, community education, facilities, and related programs and activities; provides supervision, training, onboarding, orientation, and guidance to assigned part time staff; prepares weekly and daily schedules; provides input and documentation for performance evaluations.
  • Recruits and matches volunteers to program areas throughout the City, as assigned.
  • Develops and sustains a network of collaborative partnerships with diverse community groups to promote, support, and expand assigned program.
  • Identifies staff development and training needs; schedules and coordinates meetings and training programs for staff, coaches, and officials; prepares agendas and meeting packets and sets-up meeting rooms; monitors and assesses training to ensure staff is properly trained and certified.
  • Plans, coordinates, promotes, and implements a variety of programs including recreation activities, sports leagues, City-wide special events, leisure time activities such as contract classes, cultural arts, senior activities, volunteer programs, and special sports events and parks programs; performs set-up, decoration, and tear down activities of special event sites.
  • Acts as a representative to patrons and residents regarding questions, problems, concerns, and activities in the provision of community services program operations, activities, and services.
  • Orders and purchases equipment, supplies, and materials; accounts for petty cash; submits receipts for reimbursement; collects, monitors, and approves employee hours worked and related payroll expenses; assists with the development and oversight of a program budget
  • Prepares and coordinates the development of publicity for special events and programs, including news releases, flyers, pamphlets, brochures, and announcements.
  • Conducts periodic inspections of facilities; ensures areas of concern are addressed; communicates emergency issues that may arise at the parks and facility sites.
  • Maintains accurate records of services and activities related to community services programs; prepares a variety of written reports, memoranda, and correspondence.
  • Maintains files, databases, and records related to assigned area, and community services programs and participants.
  • Represents the City in meetings with City commissions, community groups, and the public; attends professional workshops, seminars, and conferences.
  • Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols.
  • Coordinates with community stakeholder groups to provide training, evaluate types of services offered related to assigned program, foster partnerships for effective service deliver, develop materials related to assigned program.
  • Ensure proper use of City equipment specific to the needs of the assigned program.
  • Performs other related duties as assigned.

Knowledge of :

  • Operations and services of a comprehensive community services program of assigned area such as recreation (senior, adult, youth, adaptive, aquatics), facility use, performing arts, active transportation and education programs, community volunteer programs.
  • Principles of providing functional direction and training.
  • Principles, practices, methods, and techniques of recreation, sports, and leisure services programs, management, operations, facilities, equipment management, or volunteer recruitment, as assigned.
  • Procedures for planning, implementing, and maintaining a variety of recreation, special events, and senior activities.
  • Principles and practices of community services program development, implementation, review, and evaluation.
  • Recreational, age-specific, and social needs of the community.
  • Special Event Permits, City Municipal Codes, and Permit Regulations.
  • Safe food handling techniques.
  • Community socio-economic, gender equity, and cultural demographics as they relate to program development.
  • Rules and regulations of sports, coaching in a competitive and non-competitive setting, field dimensions, and equipment needs.
  • Recreation site management and oversight.
  • Local community groups, organizations, and businesses.
  • Safety principles and practices.
  • Facility scheduling software; online registration systems and software.
  • Purchasing policies, procedures, forms, and techniques.
  • Mathematical principles.
  • Applicable Federal, State, and local laws, rules, regulations, and procedures relevant to assigned areas of responsibility.
  • Principles and procedures of record keeping.
  • City and mandated safety rules, regulations, and protocols.
  • Techniques for providing a high level of customer service by effectively interacting with the public, vendors, contractors, and City staff.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Ability to :

  • Understand the organization and operation of recreation and sports programs and facilities necessary to assume assigned responsibilities.
  • Carry out administrative tasks such as scheduling, reviewing time sheets, preparing maintenance reports, and conducting training meetings.
  • Coach and officiate a variety of sports.
  • Oversee expenditures and adhere to budgeted allocations; ensure program revenues are collected appropriately.
  • Perform mathematical calculations.
  • Prepare clear and concise reports, correspondence, and other written materials.
  • Maintain accurate logs, records, and written records of work performed.
  • Create and design publicity flyers, banners, posters, and decorations.
  • Plan, market, and promote programs.
  • Respond to complaints or inquiries from citizens, staff, and outside organizations.
