Overview
Serco is seeking a Senior Navy Military Program Analyst to apply professional talents toward support of ship modernization planning. You will provide programmatic support to the Surface Ship Modernization program and Navy Modernization Process for planning, integration, and execution for the modification of in-service conventional surface ships. The analyst helps ensure systems conform to technical maturity standards and installation plans are supported by the Navy budget process. This position is seated at the Navy Yard with up to 10% travel.
Responsibilities
- Provide programmatic support to the NAVSEA 21 program office for large combatants, including briefing materials, budget tracking, and reporting to key government and private sector stakeholders.
- Incorporate Ship Alterations on in-service large surface combatants and maintain oversight of Planning Yard activities related to these ships.
- Provide integration and scheduling input to SEA 21 surface ship platform managers; participate in Risk Boards; support development of Ship Change Documents (SCDs) for installation of Ship Alterations on SEA 21 platforms.
- Contribute to the development of submittals for POM / Budgets to support in-service and modernization requirements; draft correspondence in response to RFIs, Reports to Congress, and Reclamas.
- Support the preparation of Task Planning Sheets in the Navy’s Enterprise Planning System (NEPS); liaise with NAVSEA program offices and Ship Class Managers to coordinate funding, tasking, and field activity tracking.
- Provide ongoing support to the customer on financial reconciliation and reporting, performance-to-plan (P2P) monitoring, and data analysis.
- Participate in working groups, program development forums, analytical activities, readiness exercises, training, and other forums to fulfill contract requirements.
- Monitor and assist in the execution, updating, and projection of program funds and records; perform additional duties as assigned.
Qualifications
Must have the ability to maintain active DoD Secret clearance (U.S. Citizenship required).A Bachelor’s degree plus 10 years of directly relevant work experience is required; or a Master’s degree plus 6 years of directly relevant work experience in lieu of the 10 years.In some cases, educational or career certifications (e.g., A&P, PMP, Six-Sigma, or DAWIA) may be considered in lieu of a college degree with relevant experience; educational requirements may be adjusted or waived for more than 10 years of applicable experience.Ability to travel up to 10%.Additional desired experience and skills

In compliance with pay transparency laws, the salary range for this role is $116,326.95 to $189,030.99; Serco considers several factors when extending an offer, including role responsibilities, work experience, education / training, and key skills.
