Job Summary :

The Manager of Business Development plays a critical role in driving the expansion of our fiber network by establishing and nurturing strategic relationships with land developers, property owners, and construction stakeholders. This position is responsible for identifying joint trench opportunities, negotiating partnership agreements, and coordinating with internal teams to ensure seamless integration of fiber infrastructure into new developments.

The ideal candidate will have a strong background in business development, real estate, or utility coordination, with a deep understanding of construction timelines, permitting processes, and infrastructure planning. Success in this role requires a proactive approach to relationship-building, excellent communication skills, and the ability to align developer needs with our long-term network growth strategy.

Key Responsibilities :

  • Identify and cultivate relationships with land developers, property owners, and construction firms to promote joint trench opportunities for fiber deployment.
  • Negotiate and manage partnership agreements , ensuring alignment with company goals, timelines, and infrastructure standards
  • Develop and implement comprehensive business development strategies to expand Highline’s market presence and achieve revenue targets in Bastrop County.
  • Monitor regional development activity to proactively engage with upcoming projects and secure early involvement in infrastructure planning.
  • Attend city planning and zoning meetings to uncover and collect information on upcoming projects
  • Identify and pursue new business opportunities , including partnerships with local businesses, government entities, community organizations, and real estate developers to establish Right of Entry agreements that align with company objectives.
  • Build and maintain strong relationships with key stakeholders , including local officials, construction managers on the Highline team, and the local operations manager in Smithville, to support project coordination and service delivery.
  • Lead the creation and delivery of compelling proposals and presentations to showcase the value of Highline’s high-speed fiber technology.
  • Collaborate with cross-functional teams , including marketing, operations, and customer service, to ensure alignment on growth objectives and seamless customer experiences.
  • Provide regular reports on business development performance , including opportunity pipelines, partnership outcomes, and market insights.

Qualifications :

  • Bachelor's degree in Business Administration, Marketing, Communications, or a related field (or equivalent experience).
  • 5+ years of experience in business development, sales, or account management, with at least 2 years in a managerial or leadership role, preferably in telecommunications, internet service provider (ISP), or technology sectors.
  • Strong knowledge of the Bastrop County or assigned area, including its rural communities, economic drivers, and local government structure.
  • Exceptional communication, negotiation, and relationship-building skills, with the ability to engage diverse stakeholders.
  • Proven ability to develop and execute strategic plans, meet revenue goals, and drive business growth.
  • Proficiency in CRM software (e.g., Salesforce), Microsoft Office Suite, and data analysis tools.
  • Valid driver's license and reliable transportation, as local travel within Bastrop County is required.
  • Passion for rural development and improving connectivity in underserved areas.
  • Preferred Skills :

  • Experience in direct sales or customer-facing roles in telecom or utilities.
  • Knowledge of fiber optic technology, broadband expansion, and related regulations.
  • Bilingual abilities (English / Spanish) are a plus, given the diverse communities in Bastrop County.
  • Physical Requirements :

  • Prolonged periods of walking and standing outdoors.
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
  • Must be able to pass pre-employment background check and drug screening (randoms).
