Aviation Noise Program Manager

The Port of Portland is Hiring for a Aviation Noise Program Manager. Your Role : The purpose of the Aviation Noise Program is to monitor and manage the impact of aircraft noise on surrounding communities using data-driven analysis, stakeholder engagement, and the implementation of voluntary noise abatement procedures. From the Hiring Manager : Join a fun, dedicated, and collaborative team as the Port's Aviation Noise Program Manager! In this role, you'll lead the day-to-day operations of the Aviation Noise Program, manage complex noise monitoring systems, and help shape strategic decisions that impact both the Port and the community. You'll partner with internal teams and community stakeholders to maintain transparency, respond to concerns, and develop creative, data-driven solutions. Essential Job Duties :

  • Oversee the daily operations of the Aviation Noise program.
  • Ensure through direct action that department functions are managed in alignment with Port policies and procedures, including budget, contracts, and general administration.
  • Champion decision-making across departments and make recommendations on complex Port business.
  • Monitor all applicable federal, state, and local laws and industry best practices and effectively communicate within the Port how these insights can help or hinder our business.

Noise program technical systems :

  • Manage and maintain aviation noise monitoring systems.
  • Evaluate and implement technologies to improve efficiency, automate processes, and support program objectives through data analysis and reporting.
  • Community partnerships and external engagement :

  • Manage community noise complaints, ensuring accurate responses and high-quality customer service.
  • Build community partnerships and deliver targeted outreach to achieve program objectives.
  • Leverage digital platforms and existing public forums to inform and engage impacted communities.
  • Minimum Qualifications :

  • Education : Bachelor's degree in aviation, aviation management, Geographic Information Systems, or other relevant fields. An equivalent combination of relevant education and / or experience is also considered.
  • Experience : 3 or more years' progressive experience in a relevant functional area, with a strong ability to leverage technology for data analysis and reporting. Proven track record of managing complex issues and delivering effective solutions. Exceptional interpersonal and customer service skills, with the ability to engage diverse stakeholders.
  • License or Certification : Valid Driver's License Ability to obtain and maintain security clearance
  • Demonstrated Skills & Abilities :

  • Intermediate to Advanced skills in the following areas : Ability to interpret and communicate noise-related issues to leadership and the community. Customer service and de-escalation best practices Strategic decision-making and influence in a complex, multi-stakeholder environment. Ability to leverage technology and data systems to monitor, analyze, and report noise metrics. Identify issues and seek creative solutions. Complex project and process management, including budgets, schedules, and scope.
  • Working Conditions :

    We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays.
