What We Do
The Information Systems Division provides department-wide training and support to users of the department’s LAN and applications; coordinates City-provided technical services and support with the Department of Technology; manages the functional and technical teams assigned to develop and maintain the department’s Pension Administration system and Enterprise Content Management (ECM) project; oversees the department’s cybersecurity protocols; and leads the department’s disaster recovery and business resumption planning and policy efforts.

Job Description
What We’re Looking For
Under general direction, the Senior IS Business Analyst is responsible for the successful completion and rollout of SFERS technology projects, including but not limited to strategically evolving the technology program, mitigating current risks, and establishing a technological foundation for future modernization. This role involves overseeing the entire development lifecycle and ongoing IT functions, participating in research, analysis, and documentation of business requirements for system changes and enhancements. The Senior IS Business Analyst will play a key role in analyzing and resolving complex systems problems, offering recommendations to meet user needs, and leading and coordinating critical projects. This position requires a proactive approach to system changes, meticulous documentation, and effective collaboration with cross-functional teams.
Primary Duties
Enhance our technological resilience to ensure uninterrupted service delivery.
Oversee the development-lifecycle and ongoing IT functions.
Research, analyze, and document business requirements for changes and enhancements to the Enterprise Content Management system.
Analyze and resolve complex systems problems.
Provide recommendations to meet user’s needs.
Document and submit service requests and trouble reports for the implementation of system changes.
Participate in the analysis and prioritization of service requests.
Respond to report requests and data requests.
Write and modify reports and queries as needed to meet business needs.
Develop and test system changes and coordinate testing by end users to ensure functionality and quality of modifications and enhancements.
Update and maintain systems technical and procedure documentation.
Consult on special requests for information and reports.
Participate in audits, integrated reviews, improvement studies, and quality control reviews.
Qualifications
Education :
Associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits / units (at least sixty (60) semester or ninety (90) quarter credits / units with a minimum of twenty (20) semester or thirty (30) quarter credits / units in one of the fields above or a closely related field).
Experience :
Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
Substitution :
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
How to Stand Out
Desirable Qualifications
3 Years of experience with Hyland Perceptive or similar ECM application
1 Year of programming experience with Hyland OnBase – Unity Forms development
1 Year of experience with Microsoft Webinar application configuration
Knowledge of UI / UX design principles and tools for creating visually appealing and user-friendly interfaces.
Proficiency in testing methodologies, unit testing, integration testing, and debugging techniques.
