General Statement of Duties

This Supervising Management Analyst (SMA) will play a key leadership role within the Enterprise Technology Solutions Department, overseeing business analysis, process improvement, and strategic planning efforts. This position is responsible for supervising a team of analysts, collaborating with business subject matter experts, facilitating cross-functional teams, assisting technology project and program managers, coordinating enterprise technology initiatives, and ensuring alignment between business needs and IT solutions. This SMA will play a critical role in leading strategic technology initiatives within the City's Enterprise Project Management and Digital Transformation Office (EPMO & DTO). This position is responsible for helping manage complex, cross-departmental projects that drive digital transformation, improve public service delivery, and align with citywide strategic goals. The SMA will apply project management discipline, change management strategies, communications skills, business analysis techniques, and people leadership skills to ensure successful outcomes. This employee performs a variety of administrative tasks involving the management of a division or section of a city department. Responsibilities include ensuring compliance with divisional and departmental policies and procedures, initiating direction for all activities within the division or section, and supervising and monitoring the activities of subordinate personnel. Performs related duties as required.

Key Responsibilities

  • Strategic Planning & Coordination : Partner with leaders to identify technology priorities. Develop and maintain enterprise system and digital transformation roadmaps. Coordinate cross-departmental initiatives to improve operations and service delivery.
  • Business Analysis & Process Optimization : Analyze and document business processes and system requirements. Standardize use cases, workflows, and business rules. Promote data-driven decision-making and continuous improvement.
  • Project Oversight & Governance : Oversee planning, execution, and governance of IT projects. Track performance, risks, and resource use. Ensure compliance with policies, procurement rules, and regulations.
  • Stakeholder Engagement & Communication : Act as senior liaison between IT and business units. Prepare executive presentations, workshops, and stakeholder updates. Translate technical concepts for non-technical audiences.
  • Policy Development & Reporting : Contribute to IT policies, standards, and performance metrics. Produce reports and recommendations for leadership. Support audits, evaluations, and funding proposals.
  • Team Leadership & Supervision : Lead and mentor business analysts and project staff. Provide feedback and professional development support. Prioritize and manage workload for timely, high-quality results.

Knowledge of : Computer resources to obtain and analyze information in various output formats. Appropriate city, state, and federal laws, regulations, and procedures. Intergovernmental relationships, responsibilities, and funding authorities. Legislative and administrative policies, procedures, and functions of municipal government. Administrative and management principles regarding program evaluation, staffing requirements, tables of organization, and administrative analyses. Budget methods for municipal government and for programs funded with monies from the federal government. Principles of supervision and staffing. Principles of customer service.

Skill to : Operate appropriate computer equipment; use properly all related hardware and software. Actively listen in a variety of situations. Assess the performance of self and others. Communicate clearly and concisely both orally and in writing. Practice effective time management.

Examples of Work Performed :

  • Budgets / Finances-Monitors and controls resources and oversees the spending of money; assists in the preparation of operational budgets for particular projects, departments, and the City.
  • Supervises-Develops effective work plans for subordinate staff; develops performance plans for subordinate staff; conducts staff performance reviews. Leads and manages staff during work processes in accordance with HR policies.
  • Trains and Coaches-Develops or administers training sessions or programs for staff or City constituents. Staffs Organizational Units-Assists with the review, selection, and termination of personnel
  • Manages Programs & Projects-Develops section / division policies and assists in developing city policies; establishes written procedures, informal guidelines, and forms as may be necessary to effectuate programs and requirements; works to streamline systems and reporting across City government. Administers work programs for the division. Tracks progress of projects and ensure timely progress; communicates measurable and time-sensitive directives to appropriate staff to solve problems.
  • Reports-Prepares or directs the preparation of reports, recommendations, and presentations to the department / division Director, City Manager, City Council, other City departments, and the general public.
  • Ensures Compliance & Audits-Ensures compliance with divisional / departmental policies; monitors compliance with the requirements of programs or projects; ensures accuracy of audit information.
  • Builds Interpersonal Relationships- Assists those contacted in the course of duty in an effective, efficient, and professional manner; develops constructive and cooperative working relationships with others and maintains them over time.
  • Provides Customer Service-Ensures quality customer service to internal and external customers.
  • Develops & Implements-Designs methodologies for research projects and implementation; develops work programs for the division; participates in short-term (1 year) and long-term (2 or more years) planning for projects within the division, department, or the city; sets up task forces for special projects.
  • Represents-Attends workshops, meetings and conferences as a representative of the division / department or the City.
  • Researches & Investigates- observing, receiving, and otherwise obtaining information from all relevant sources; designs and conducts surveys; ensures data is tracked and appropriate information is collected for analysis, research, and reporting purposes.
  • Analyzes- Conducts a variety of professional level analytical and technical activities related to the assigned functions.
  • Evaluates-Conducts evaluations by using or creating measures by which to assess the value, importance, or quality of things, such as the effectiveness of projects, programs or policies.
  • Coordinates Work-Coordinates the work and activities of different groups with common goals; plans and directs meetings for the section / division or the city.
  • Advises-Provides guidance and expert advice to management or other groups on technical, systems-, or process-related topics.
  • Negotiates-Handles complaints, settles disputes, and resolves grievances and conflicts, or otherwise negotiates with others.
  • Communicates-Establishes and maintains working relationships with local and regional public agencies, community groups, media persons or others as needed to coordinate projects and disseminate information.
  • Maintains Confidentiality / Security-Assures that proper security measures and procedures are followed and sensitive information is secure.
  • Makes Decisions & Solves Problems-Directs the research and analysis of problems and recommends solutions.
  • Develops Professionally-Attends workshops or training to enhance professional or technical skills.
  • Interacts with Computers-Interacts with computers and computer systems (including hardware and software) to program, write software, set up functions, enter data, or process information.
