Job Summary

The Professional Standards Lieutenant performs a variety of administrative and professional duties serving as the institution's professional standards and accreditation manager.

The role is responsible for planning, coordinating and administering the Public Safety Department's implementation, maintenance and adherence to state and / or national accreditation. The position ensures compliance with the institution and the university system's policies and directives.

The incumbent in the position oversees the department¿s response to complaints alleging employee misconduct and personally conducts, or supervises others in conducting, investigations as directed by the Chief of Police. The position also has responsibility for overseeing the investigation of external concerns regarding the operation of the department and for ensuring the integrity of the department is maintained through adherence to internal processes which are established to provide objectivity, fairness, and justice through impartial investigations.

This position is designated as Campus Security Authority (CSA) and is responsible for reporting crimes and other incidents to the Clery Act Compliance Officer for inclusion in the Annual Campus Security Report in accordance with the Federal Clery Act and GGC policy .

Responsibilities

  • Reviews and provides guidance to others on technical and complex issues relating to law enforcement standards, the accreditation / certification and compliance processes
  • Supervises and oversees the administrative staff support required to improve the performance of the Public Safety Department by achieving and maintaining state or national accreditation and compliance with the institution and the university system's (GGC / USG) policies or directives; assigns, directs, and coordinates activities of employees to achieve plans of action to meet requirements of applicable accreditation / certification standards; directs assignments and enforces deadlines; makes recommendations to the Chief of Police regarding activities needed to meet accreditation / certification requirements; determines documentation needed to support agency compliance with national and / or state standards governing accreditation / certification, and compliance with GGC / USG policies, directives, and recommendations; serves as the central repository for certification information about the accreditation process, standards, procedures, reports, and compliance necessities; compiles and submits required reports to maintain state or national certification, and GGC / USG compliance
  • Coordinates all aspects of an audit to include online, site visits, mock assessments, preparation of department and college employees, providing appropriate documentation, scheduling of interviews, meeting and interview locations, external communications, department and campus tours, accommodations, meals, travel and per diem payments
  • Maintains master and archive files for standard operating procedures manual, annexes, and written directives of agency; maintains accreditation individual standard status reports (ISSR), certification standard status report (CSSR) files, and GGC / USG policy compliance memorandum
  • Participates in planning, development, and implementation of new programs, policies, procedures, systems, crime analysis and equipment to improve agency performance in relation to compliance with applicable accreditation standards; evaluates current policies and directives
  • Monitors proposed changes / amendments to standards relating to accreditation / certification and compliance process; evaluates impact of potential changes on current operations; ensures implementation of new standards into agency standards, policies, and procedures
  • Ensures employee knowledge of, and compliance with, Standard Operating Procedures, annexes, directives by routinely reviewing department members¿ internal and external interactions (incident and arrest reports); by routinely meeting with administrators, supervisors, officers, special unit members, and other employees; by routinely meeting with Community Outreach Program Supervisor; and, by meeting with college and public groups; serves as the training manager for the unit
  • Provides accreditation / certification training for campus employees. Serves on campus and local committees, and makes presentations as needed
  • Ensures that each external and internal complaint received is evaluated to determine the nature of the Department's response; provides members of the Department with the established procedures for the acceptance and classification of complaints, the initiation of the administrative investigative process, the process for conducting a fair and reasonable investigation, the proper methods for adjudication of these administrative investigations, and the methods for the administration of fair, reasonable and defensible discipline; performs shift work as required, must attend court and provide appropriate testimony on behalf of the college; performs other duties, as assigned

Required Qualifications

  • High School or GED
  • Five years of law enforcement experience, with a minimum of three years of police supervisory or investigative experience
  • Twenty one years of age or older
  • Georgia POST Certified with Basic Law Enforcement Mandate and be in "Good Standing" Note : Passing or qualifying scores are adopted from the requirements set by the Georgia Peace
  • Officers Standards and Training Council
  • Maintain annual certification and state training requirements; obtain and maintain additional certifications as required by the institution
  • Pass pre-employment testing (if applicable), criminal history check (no felony convictions or convictions of moral turpitude), background check, physical, drug test, psychological and / or polygraph exam, and credit history check
  • Possess and maintain a valid Georgia Driver's license
  • Preferred Qualifications

  • Experience and / or education in law enforcement management and supervisory coursework
  • Experience and / or education in accreditation management
  • Experience and / or education in professional standards Investigations
  • POST certified instructor
  • Proposed Salary

    56,800 - 71,000

    Salary offer will be dependent on candidate¿s experience and qualifications, internal equity considerations, budget availability, and salary administration guidelines.

    Knowledge, Skills, & Abilities

  • Knowledge of law enforcement, criminal law and / or security and criminal procedural law terminology
  • Ability to define elements within federal, state, county, municipal laws and institutional regulations
  • Ability to learn radio codes and terminology in order to communicate clearly via two-way radio
  • Ability to establish effective relationships with students of varying ages in order to respond to problems or incidents on campus and determine appropriate disciplinary action
  • Ability to establish and maintain good working relationships with supervisor and co-workers; ability to display professionalism, politeness, and good manners when dealing with coworkers, management, and the public
  • Ability to work under pressure and time constraints
  • Ability to organize and prioritize work
  • Ability to communicate effectively both orally and in writing; ability to understand and follow oral and written instructions and to read materials written in English
  • Knowledge of, and skill in the use of, basic computer programs (Word, Excel, Internet)
  • Ability to observe unusual, or extraordinary events, and to relate them to specific situations
  • Ability to use less lethal, and lethal weapons, to include firearms
  • Ability to remember names, faces, details of accidents, and to memorize locations, buildings, and places on campus
  • Ability to analyze situations and to adopt quick and effective courses of action with due regard to surrounding circumstances
  • Ability to complete forms for reporting activities and prepare clear and comprehensive reports
