Job description

Water And Wastewater Facility Manager

Oversees and coordinates the operations and maintenance activities within the water and wastewater utility systems to ensure city, state, and federal rules and regulations are followed, and resources are utilized effectively.

Essential Functions include :

  • Performs supervisory and personnel functions for assigned areas of responsibility including scheduling and organizing work crews, monitoring progress, scheduling and providing training, guidance and direction as needed; provides input for hiring, promotions, and disciplinary actions; ensures safety procedures are followed and applicable safety equipment as being used.
  • Updates and completes daily and monthly reports including main line cleaning, repair, and maintenance report, parts inventory sheet, TCEQ unauthorized discharge and sanitary sewer overflows report.
  • Performs administrative duties including reviewing 3-month performance evaluations, updating on-call schedule, reviewing budget expenditure chart, completing and closing purchase orders, reviewing cross-training, and planning purchases.
  • Performs routine inspections, mechanical repairs, and adjustments on equipment and structures.
  • Conducts various laboratory tests and analyses to support effective operation of the facilities.
  • Oversees contractor for emergency and non-emergency repairs.
  • Ensures needed operating materials and supplies are stocked and available, performs inventory, requests quotes, orders materials and supplies, and creates purchase orders as needed.
  • Performs investigations into damaged third part utilities and compiles all information for reporting purposes.
  • Coordinates with other departments and divisions to address service requests and ensures projects are completed with minimal disruption.
  • Responds to internal and external customer requests and takes appropriate action.
  • Assists in emergency response situations, including hazardous chemical leaks, and provides necessary support to co-workers.
  • Manages on-call duties as required for emergency situations and maintenance needs.
  • Performs all other related duties as assigned.

Position Qualifications include :

Education : High School diploma or GED. Technical or vocational school / training in a related field preferred. Experience : Three (3) years of experience in water distribution and wastewater collection system, or a related field required. One (1) year of supervisory experience. A high school diploma or GED is required for this position and may not be substituted. Beyond this requirement, any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job is an acceptable substitute for the remaining specified education and experience requirements. Licenses and Certifications : Possession of a TCEQ Class "C" Water Distribution license. Possession of a TCEQ Class "II" Wastewater Collection license. Possession of a TCEQ Class "III" Wastewater Collections License, or ability to obtain within one (1) year of hire. Conditions of Employment : Must submit to and pass a criminal background, pre-employment drug test, pre-placement medical examination, and job placement assessment (JPA). Must possess a valid State of Texas Driver's License Class "C" and good driving record as defined by City policy. An applicant who does not possess a Texas Driver's License or proper class will be allowed ten (10) working days after a job offer is made to obtain proper licensing. Other Requirements : This position is subject to emergency operations. The individual holding this position will be required to work as usual or as needed : during emergency operations, in preparation for prolonged emergency operations and / or during recovery from prolonged emergency operations as directed by his / her direct supervisor, Department Head or designee, or the City Manager or designee.

Required Knowledge, Skills & Abilities include :

Knowledge of : Maintenance and repairs of municipal infrastructure, such as water distribution, sewer collection systems, treatment facilities, pump and lift stations, and intake structures; asset management systems; applicable federal, state, and local regulations, in regard to operating and maintaining Water and wastewater utilities; GIS mapping, City Works, and some interpretation of other software, to include but not limited to SCADA, WinCan, and Leak Detection equipment; basic chemistry and mathematical principles; and municipal budgets, purchasing, and payroll.

Skill in : Supervising, training, and coordinating operations for assigned area of responsibility; analyzing data and interpreting technical instructions; multi-tasking projects, scheduled maintenance, and utility repairs; reading and understanding utility specification; organizing and directing oneself and effectively supervising others; reading construction and development drawings and plans; problem solving; using a personal computer including Microsoft Office, Open Office or similar word processing programs, e-mail, and the internet; accepting responsibility for his / her actions; performing work accurately and thoroughly; following instructions, safety practices, and standard operating procedures in performing assigned tasks; communicating effectively, clearly, and concisely both orally and in writing; being punctual and attending work regularly; and working effectively with people regardless of their race, sex, color, religion, national origin, age, disability, gender identity or expression, sexual orientation, veteran's status, genetics, or job type.

Physical Demands and Working Conditions : Must possess mobility to work in the field; strength, stamina, and mobility to climb and descend stairs, and to operate a motor vehicle and visit various City sites. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking, hiking, and / or climbing in and through operational areas to identify situations, problems, or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate the above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, climb to perform work and inspect work sites, and push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds. Employees work primarily in the field and may be exposed to loud noise levels, cold and / or hot temperatures, inclement weather conditions, road and / or land hazards, confining workspace, chemicals, mechanical and / or electrical hazards, and hazardous physical substances and fumes. Employees work partially in an office environment with moderate noise levels and controlled temperature conditions. Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures.
