POSITION SUMMARY

The Associate Director of Integrated Care plays a central role in the Center for Economic Well-Being (CEW) within the National Center for Benefits Outreach and Enrollment and leads efforts to strengthen the delivery of coordinated care and benefits access for older adults and individuals with disabilities. This position focuses on improving the alignment of Medicare, Medicaid, and related assistance programssuch as the Medicare Savings Programs (MSPs) and Part D Low-Income Subsidy (Extra Help)through program development, technical assistance, policy analysis, and stakeholder engagement.

The Associate Director acts as a subject matter expert in Medicare and Medicaid policy, with a particular focus on dual-eligible populations, care coordination, and program implementation. The role supports State Health Insurance Assistance Programs (SHIPs), Area Agencies on Aging (AAAs), Aging and Disability Resource Centers (ADRCs), Benefits Enrollment Centers, and other stakeholders in understanding and navigating the complexities of these programs to ensure that vulnerable older adults can access the benefits they need.

This position works closely with internal team members and external stakeholders, such as the Administration for Community Living / Administration on Aging (ACL / AoA), to develop and implement a national strategy that connects older adults and individuals with disabilities to benefits and programs that address economic security. This includes advancing national strategy, capacity-building efforts, and policy guidance that promote efficient, person-centered care transitions, reduce enrollment barriers, and strengthen cross-program alignment between Medicare and Medicaid. The Associate Director collaborates with internal staff and external partners to tell the story of these initiatives, share findings, and elevate the voices of vulnerable older adults and the organizations that serve them.

Positions at this level typically report to a director and require advanced knowledge and experience as well as some management capabilities. Incumbents are required to make independent judgements within their scope of work and require minimal oversight.  Incumbents generally have five or more years of experience in their discipline and a bachelors degree or the equivalent, as well as substantive experience at this level.  Graduate level degrees may be considered in lieu of experience.

KEY RESPONSIBILITIES

  • Co-coordinate technical assistance (TA) and training on topics such as Medicare, Medicaid, MSPs, and other key programs impacting low-income older adults.
  • Provide ongoing support and guidance to SHIPs, AAAs, ADRCs, BECs, and other entities engaged in care coordination and benefits enrollment activities.
  • Develop and disseminate training materials, resource guides, and technical documentation on topics such as :

Medicare Savings Programs and Extra Help eligibility and application processes.

  • Dual-eligibility and the coordination of Medicare and Medicaid benefits.
  • Policy changes impacting enrollment, redeterminations, or benefit access.
  • Participate in the development of an integrated care management online tool and oversee the piloting and implementation across the network.
  • Align care coordination strategies with national and state-level policy priorities in Medicare and Medicaid.
  • Plan and facilitate webinars, national calls, and learning collaboratives focused on care integration, Medicare / Medicaid policy updates, and outreach best practices.
  • Track and analyze federal policy developments, including CMS rulemaking, Medicaid waivers, and eligibility guidelines, and communicate key implications to stakeholders and internal leadership.
  • Participate in media interviews and present at conferences about integrated care and benefits access issues.
  • Monitor performance and implementation progress of federal grantees and partners; identify promising practices and share lessons learned to inform future strategies.
  • Represent the organization in national conversations related to care coordination and benefits access for Medicare and Medicaid beneficiaries, including participation in coalitions, advisory groups, or meetings with federal partners such as ACL and CMS.
  • Support internal teams in integrating care coordination strategies into broader benefits access initiatives.
  • Support development of strategies that build on CEWs existing programs, products, services, and initiatives, including strategies to connect our work with AAAs, SHIPs, ARDCs, food security, and the direct care workforce to Medicaid and Medicare programs, policies, and national and state-level work / initiatives.
  • Contribute to and, if requested, lead grant proposal and report writing support.
  • Perform other duties as assigned.
  • PROFESSIONAL EXPERIENCE / QUALIFICATIONS

  • Bachelors degree required; master's or professional degree preferred (e.g., MPP, MPA, MPH, or JD with a health focus).
  • 5-7 years of relevant experience, including strong knowledge of Medicare (parts A-D), Medicare Savings Programs (MSPs), MIPPA, ACL programs, and benefits that improve consumers financial security.
  • Strong familiarity with Medicaid eligibility and coverage rules for older adults and individuals with disabilities, national and state policies that affect Medicaid programs and administration, dual-eligible populations, and strategies to leverage Medicaid programs to address upstream non-medical, health-related needs is strongly preferred.
  • Knowledge of public benefits, aging issues, and the impact of economic insecurity on older adults.
  • Exceptional verbal, written, and online communication and facilitation skills, including the ability to communicate openly, listen well, learn from others, and speak publicly on behalf of NCOA.
  • Demonstrated ability to build and maintain effective working relationships with a wide range of stakeholders and audiences.
  • Experience with proposal writing for federal, foundation, and corporate grants preferred.
  • Proficiency with Microsoft Office Word, Excel, and PowerPoint; experience using databases and online tools strongly preferred. Familiarity with webinar technology is a plus.
  • Willingness and ability to participate in anticipated in-state and out-of-state travel, including overnight travel, as requested (up to 20%).
