STUDENT SERVICES FINANCIAL ASSISTANT
STUDENT SERVICES DEPARTMENT, 1.0 FTE 12 month position
DEFINITION :
This position serves as financial assistant for the Student Services Department. Responsibilities include budget analysis and tracking; state and federal grant management; providing financial leadership to departmental staff; establishing and maintaining financial records and spreadsheet data bases; ad hoc analysis as required.
REPORTING RELATIONSHIPS :
Reports to Assistant Superintendent of Student Services
DUTIES AND RESPONSIBILITIES :
- Manages financial records for various local, state and federal grants. Assists in preparing grant budgets and revisions; processes approved grant documents; sets up department financial tracking system; receives and verifies orders against grant expenditure parameters; processes purchase orders and prepares invoices for payment in Accounts Payable; maintains running budget balances for each grant; prepares annual grant activity reports; and maintains files.
- Manages accounting records for town special education, nursing, mental health, 504, and MLL special education budgets and expenditures. Assists in preparing budgets and revisions; processes approved invoices; sets up department purchase order system; receives and verifies orders against budget expenditure parameters; processes purchase orders and prepares invoices for payment in Accounts Payable; maintains running budget balances for each department and account; and maintains files.
- Provide periodic analyses of budget lines over time for modeling purposes as requested.
- Maintains database of legal and mediated agreements, monitoring settlements and payments. Monitor end dates of agreements.
- Prepares and codes timesheets for Payroll Department processing.
- Manages financial records for specific programs; processes and submits monthly expenditure claims for reimbursement of district funds; maintains files.
- Processes, maintains, and encumbers funds for negotiated contracts with outside agencies; processes bills and payments; maintains expenditure reports
- Develops procedures for departmental consistency in producing spreadsheets, financial records, and manipulating databases.
- Manages and tracks proportionate share expenditures. Reports proportionate share accounting for meetings with private schools and DESE compliance monitoring.
- Establish and monitor an MOU system with all department coordinators for purposes of tracking financials, encumbering funds for IEP and ELL services, and monitoring spending
- Monitor and encumber funds for all out of district students. Manage and enter circuit breaker data.
WORKING CONDITIONS :
Office environment; experiences frequent interruptions; expected to meet changing and variable deadlines; requires visual concentration on detail, dexterity, and precision. Extended periods of work on the computer.
Education & Experience :
Bachelor's in Business preferred, with general financial / accounting / business background and three years of experience in maintaining financial records. Knowledge of school district programs preferred but not required.
Knowledge, Skills & Abilities :
Ability to build and maintain accurate financial spreadsheetsEffective written and oral communication skills.Ability to prepare detailed reports.Ability to reconcile account balances.Knowledge of data management software programs.Proficiency with Excel and other related applicationsAbility to set up and maintain an accurate filing system.Other related duties as assigned
