Engineering Technician I / II (Development)

The Department

The Engineering Division delivers public infrastructure projects such as streets storm drains and City buildings. The team plans reviews designs surveys acquires property manages construction and provides inspection services. These projects are carried out through the Citys Capital Improvement Program (CIP) and private development.

The Ideal Candidate

The City is seeking a self-motivated individual who is knowledgeable in engineering terminology and demonstrates a strong commitment to providing exceptional customer service. The ideal candidate should be comfortable engaging with residents developers and other stakeholders - responding to inquiries explaining processes clearly and helping customers with professionalism patience and a service-oriented approach. The ideal candidate will have excellent verbal and written communication skills and the ability to work effectively in a collaborative team environment. A successful candidate may also possess a working knowledge of the private land development process and be able to assist staff engineers in reviewing public and private street improvement plans encroachment permit plans and grading and drainage plans.

This is a deep class series which includes Engineering Technician I and Engineering Technician II.

Definition

Under supervision Engineering Technicians may work in any Engineering division including Design Construction Development Transportation and Survey; Technicians perform a variety of work to assist with the design and construction management of public works projects; may assist as needed with the survey crew; perform related duties as assigned.

Class Characteristics

These classifications represent the entry and second level in the technical engineering classification series; employees may advance from Engineering Technician I to Engineering Technician II based on departmental operational need and assessment of the employees skill level. The position will report to an Engineering section head.

Engineering Technician Is perform basic level engineering technician work in a designated assignment under close supervision. Work methods are explained in specific terms and work is subject to review. The job may involve tasks that after initial training warrant only occasional supervisory review.

Engineering Technician IIs are distinguished from Engineering Technician Is by the level of complexity of work assignments they receive and the level of supervision provided. Checks are integrated into work processes and work is reviewed to ensure consistency in the application of standard processes and procedures. Engineering Technician IIs are distinguished from the next higher classification of Engineering Specialist by the latters responsibility to perform fully qualified journey level technical engineering work.

Essential Functions

Essential Functions

General Duties for both the Technician I and II in all assignments :

  • Operates a variety of office machines calculators personal computers and a variety of software applications.
  • Makes initial review of project submittals and RFIs and routes correctly.
  • Under the direction of a registered engineer prepares manually or through CAD diagrams for field design changes.

Engineering Technician I :

Design Assignment :

  • Assists in the preparation of construction plans specifications and cost estimates for public works projects including roadway sidewalk storm drain and signing and striping improvements.
  • Prepares plans maps and drawings using AutoCAD.
  • Prepares exhibits as directed.
  • Prepares and maintains accurate as-built plans from field notes from contractors and inspectors for completed projects.
  • Gathers field data for the planning and construction of public works improvements.
  • Assists in the data input and management of the Citys pavement Management software.
  • Construction Assignment

  • Compiles and completes Caltrans Weekly Statements of Working Days from inspectors daily report and monitors the progress of public works project against baseline construction schedules.
  • Calculates quantities including irregular areas and volumes of bid items measured by inspectors and prepares draft progress payment.
  • Prepares draft progress payments for review and approval of the Supervising Construction Coordinators.
  • Performs Underground Service Alert markings.
  • Development Assignment :

  • Reviews and issues encroachment permits for work in the public right-of-way to residents private utility companies including but not limited to PG&E AT&T Comcast Alameda County Water District (ACWD) and Union Sanitary District (USD).
  • Assists the Project Engineer in the review of private development applications from planning entitlement phase to issuance of building permits to approval of final / parcel maps and construction of any public improvements required to support the proposed development.
  • Provides customer service at the Development Service Center related to private development applications and requirements for issuance of encroachment permits.
  • Transportation Assignment :

  • Assists in the preparation of construction plans specifications and cost estimates for transportation projects including traffic signals enhanced pedestrian crossings separated / protected bicycle facilities and signing / striping plans.
  • Conducts traffic operations analyses including all-way stops studies parking restrictions speed studies and preparing service requests / exhibits.
  • Assists in the oversight of the traffic signal maintenance contract and invoicing / payment process
  • Provides support to bike and pedestrian program including conducting school site assessments and preparing grant applications.
  • Survey Assignment :

  • Takes direction from the Party Chief or technical lead in performing field surveys.
  • Checks mathematical calculations in construction plans closure calculation reports and assists technical lead in checking survey calculations.
  • Assists field survey crew in performing construction staking and topographic surveys
  • Performs Underground Service Alert markings.
  • Engineering Technician II :

    In addition to the duties listed above :

    Design Assignment :

  • Prepares construction plans using Civil 3D.
  • Construction Assignment :

  • Assists the construction inspectors in monitoring construction activities in the field.
  • Assists the Materials Testing Inspector in preparing material sample for testing.
  • Completes initial review of project submittal and RFIs and distributes to the appropriate review parties.
  • Assists in review of Traffic Control Plans following the direction of engineering staff.
  • Prepares diagrams for field design changes either manually or by CAD following the direction of engineering staff.
  • Development Assignment :

  • Participates in the review and recommendation process for permits such as encroachment and grading.
  • Transportation Assignment :

  • Represents City with community organizations to provide education and information regarding transportation programs such as traffic signal operations traffic safety and pedestrian and bicycle facilities.

  • Minimum Qualifications

    Qualifications

    Knowledge Skills and Abilities

    For both the Technician I and II :

    Knowledge of : Civil Engineering principals; materials and standards used in the design and construction of public works improvements; functions and applications of engineering mathematics including algebra geometry trigonometry; and research techniques and methodologies.

    Skill in : Clearly reporting complex factual and conceptual information verbally and in written form; using field and office engineering equipment and instruments.

    Ability to : Read and interpret construction drawings; make accurate field measurements and calculations; write technical reports; perform computations involving engineering formulas trigonometry and geometry; learn to prepare cost estimates; develop and maintain effective working relationships with individuals from a variety of cultural and socio-economic backgrounds.

    Education / Experience

    Engineering Technician I : Any combination of education and experience which has provided the knowledge skills and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge skills and abilities would be : graduation from high school with course work in algebra geometry trigonometry and drafting.

    Engineering Technician II : Any combination of education and / or experience which has provided the knowledge skills and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge skills and abilities would be : completion of 30 credit hours from an accredited college or university with course work in engineering AUTOCAD and mathematics including geometry and trigonometry or graduation from an accredited high school and two years of progressively responsible experience performing technical engineering work in design and / or development plan review transportation operations construction management and land surveying.

    Licenses / Certificates / Special Requirements

    Possession of a valid Class C California drivers license is required. Failure to maintain this license will result in discipline up to and including termination. This classification requires the ability to travel independently within City limits to perform the assigned duties and responsibilities.
