POSITION SUMMARY

The Financial Controls Analyst will provide support to the Capital Construction Department primarily with the preparation of capital budgets / planning, capital invoicing, financial controls and reporting. The Analyst will report to the Financial Controls Manager.

DUTIES AND RESPONSIBILITIES

  • Participates in the development of long-range financial forecasts and related budgets, considering alternative scenarios and economic prospects as appropriate
  • Assists in the preparation of financial reports
  • Analyze trends, costs, funding and financial commitments to future revenue and expenses
  • Prepares statistical studies, economic forecasts of business conditions, analyze trends and draws financial conclusions
  • Identifies and investigates financial issues related to projects
  • Compile, analyze and review monthly and year end accruals for preparation and submittal of financial entry to the Finance Division
  • Analyze and review monthly payment requests submitted by contractor(s) for Waiver of Liens and Sworn Statements to Owner for compliance to the Terms and Conditions of their Contract
  • Assist in the creation of presentations and analysis for financial performance review meetings with contractor(s)
  • Compile information and support the Department in the coordination of audits and audit initiatives
  • Gather project database information to support financial and policy decision
  • Other financial duties as assigned by management

QUALIFICATIONS

This position requires a bachelor's degree in business, finance or accounting and experience in reviewing financial information and data to ensure efficient and cost-effective operation of the Department. A minimum of 2 years related experience. Knowledge of HUD CIP draw schedule, GASB, and GAAP. Knowledge of community development, government finance, or the equivalent combination of education and related work experience is a plus. Must be a team player and able to collaborate well with other professionals throughout the organization. Ability to prioritize, multi-task and thrive in fast-paced environment. Must be able to meet tight deadlines in time sensitive situations while maintaining a professional demeanor. Must be able to communicate effectively both verbally and in written form with all levels of internal and external management.

Requires a comprehensive understanding of the principles related to finance / financial research and the ability to develop analysis for use in the development of business strategies and tactics. Candidate should have knowledge of procurement and contracts; a working knowledge of manual and automated accounting systems, well-developed financial analysis capabilities, effective analytical and problem-solving skills. Candidate is expected to drive financial departmental initiatives with cross-functional teams. The position requires proficiency with Microsoft Office products (i.e. Word, Excel, PowerPoint, & Outlook). Working knowledge of VLOOKUP and pivot tables a plus.
