The Payroll Analyst is responsible for supporting the Payroll Supervisor in the administration of payroll operations for the Leon County Clerk of the Circuit Court & Comptroller, the Leon County Board of County Commissioners (BOCC), and other County Constitutional Officers. This includes ensuring the accuracy and timeliness of payroll processing, maintaining proper accounting records, and verifying compliance with applicable laws, policies, and procedures.
This position does not supervise staff but plays a key role in maintaining payroll integrity and supporting internal and external stakeholders. The Payroll Analyst may be designated as Essential Personnel during emergencies and may be required to work beyond normal hours to meet organizational needs.
STARTING SALARY WILL NOT EXCEED 10% OF THE BASE SALARY
ESSENTIAL DUTIES & RESPONSIBILITIES
Assist in administering payroll operations for BOCC, Emergency Medical Services (EMS), Supervisor of Elections (SOE), and the Clerk's Office.Review payroll maintenance and assist with payroll functions for all supported entities, including poll workers.Verify and compute payroll, compile reports for taxes, insurance, retirement, and Social Security withholdings.Maintain payroll records in compliance with applicable laws and internal procedures.Assist in ensuring compliance with financial policies and procedures.Reconcile payroll-related accounts to ensure accurate financial reporting.Support training efforts for payroll personnel in accordance with established policies.Contribute to the development and improvement of payroll procedures and workflows.Prepare invoices and documentation for payroll deductions and reporting.Create journal entries to accurately reflect payroll activity.Prepare quarterly and annual reports, including FRS payments, IRS Form 941, W-2s, and other tax filings.Demonstrate proficiency in IRS processing, submission, and reporting requirements.Assist with year-end schedules and provide documentation for annual audits.Deliver excellent customer service to internal departments and external partners.Provide leadership and support for payroll-related initiatives and projects.Collaborate with internal and external auditors during payroll and financial audits.Maintain and update process documentation for all payroll-related tasks.Perform other related duties as assigned.MINIMUM QUALIFICATIONS
Required :
Bachelor's Degree in Accounting, Finance, or a related field from an accredited college or university, and at least one year of experience in accounting, finance, payroll, or disbursements;OR
Five years of relevant experience in a high-volume payroll environment.Working knowledge of Generally Accepted Accounting Principles (GAAP).Advanced computer skills, including proficiency in MS Office and accounting databases.Preferred :
Experience preparing and managing government compliance reports.Familiarity with Banner financial software.Governmental accounting experience.Experience with payroll management and general ledger in a fund accounting environment.Licensure or Certification Requirements :
Preferred certification in Payroll, Accounting, or a related fieldKnowledge, Skill and Abilities :
Strong knowledge of payroll processing, accounting principles, and financial management.Ability to analyze and resolve financial discrepancies and errors.Familiarity with federal and state payroll laws and reporting deadlines.Knowledge of banking tools such as Positive Pay and other disbursement safeguards.Ability to work effectively in a fast-paced, automated environment with frequent interruptions.Strong problem-solving skills and attention to detail.Ability to train others on payroll policies and procedures.High ethical standards and commitment to confidentiality.Proficiency in Microsoft Office Suite and accounting software applications.CONDITIONS OF JOB OFFER AND EMPLOYMENT
