Assistant Information Technology Division Manager

The salary range for this position is $91,727.00 to $147,388.89. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band / level, whichever is greater. This position is based in the Middlesex County Courthouse but requires limited travel to other Judiciary and county locations on occasion. The Assistant IT Manager may be required to work some holidays, evenings, and weekends. The Middlesex Vicinage is seeking a highly motivated individual with strong leadership, communication and administration skills to serve as Court Executive 1b (Assistant Information Technology Division Manager). Under the general direction of the Court Executive 2b (Information Technology Division Manager), this self-directed and results-oriented individual will serve in overseeing and supporting the Vicinage's Information Technology needs. Administrative duties include but are not limited to assisting with staff performance assessments; developing mentoring, training, and coaching plans for information technology staff; recommending disciplinary and / or employee recognition actions. The selected applicant will plan, organize and manage the work of information technology staff, projects, and responsibilities; identify business needs and develop recommendations and solutions; analyze and assess operational needs and make appropriate recommendations to the Division Manager; work effectively with all levels of staff; ensure timely management of Helpdesk requests; understand highly complex information technology systems; function as a subject matter expert for the vicinage; serve on both local and statewide committees. The individual will demonstrate quality customer service; possess strong program and relationship management abilities; exhibit effective leadership, analytical, problem solving, written / oral communication and presentation skills. The individual will perform successfully in a fast-paced work environment and show attention to detail with the ability to adapt to changing priorities; and perform related duties as required. Knowledge of various computer applications including, but not limited to Windows Server, Windows 11, Microsoft Active Directory, Windows Group Policy, Microsoft SharePoint, Microsoft SCCM, and Microsoft WSUS is preferred.

The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access.

Regular and predictable physical presence at the worksite is an essential function of this position.

Graduation from an accredited college or university with a bachelor's degree and three years of administrative professional experience, one of which shall have included experience in reviewing, prioritizing, and assessing information technology initiatives, projects, and staff; developing, implementing, and supporting complex systems, database, network, and applications environments; aligning technology strategies with business objectives; optimizing use of Information Technology resources including developing budgets and controlling costs; and / or defining applications development methodologies.

Substitution : Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree from an accredited college or university and two years of additional professional experience may be substituted for the required bachelor's degree. A master's degree from an accredited college or university may be substituted for one year of experience as indicated above -OR- a law degree may be substituted for two years of experience as indicated above. Appointees to Court Executive titles must successfully complete the Management Leadership Development Program within the first 12 months in the title. Any of the required development programs completed prior to appointment will be considered for meeting this requirement.

Driver's License : Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position. Authorization to Work : US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations. Special Note : Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information. Residency Law : In accordance with N.J.S.A. 52 : 14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
