Animal Control Supervisor

The purpose of this position is to supervise all aspects of the animal control division including, but not limited to, animal control field investigations, daily activities, customer complaints and requests, field inspections, and computer-aided radio dispatch operations. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Enforces safety procedures to ensure safe operation of equipment and employee safety.
• Prepares reports and correspondence, completes special projects, and maintains records and files.
• Reviews, develops, recommends, implements and evaluates new programs, projects, processes, policies and procedures and concepts designed to improve center operations and activities.
• Creates and analyzes daily reports for accuracy, effectiveness, service quantity and quality, response time and to ensure compliance with codes, regulations and ordinances.
• Discusses activities, inspections, investigations and procedures with subordinates and the public to resolve cited violations and problems; and mediates settlements with citizens when compliance with rules and regulations has not been achieved.
• Reviews evidence submitted by subordinates to recommend that legal action be taken or other courses of action to resolve complaints and control the necessary activities.
• Testifies in court and at public hearings to explain animal control laws, regulations and procedures.
• Ensures that all officers receive proper training and maintain adequate level of training.
• Performs related work as assigned.

Minimum education and experience requirements include a Bachelor's Degree in Animal Science, Business or Public Administration or related discipline. Three (3) years of animal control, animal treatment or animal care, capturing and impounding animals, or investigating citizen complaints or an equivalent combination of education, training and experience is required.

Other minimum requirements include being 21 years of age or older, possessing EBI (Euthanasia By Injection) certification by the Kentucky Board of Veterinary Examiners or obtain within six (6) months of employment, and possessing and maintaining a valid state driver's license with an acceptable driving history.

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations. Involves routine and frequent exposure to : Bright / dim light; Dusts and pollen. Extreme heat and / or cold; Wet or humid conditions. Extreme noise levels, Animals / wildlife.
