Job description

City Building Division Manager

Under general direction, manages the City's Building Division; supervises division personnel; plans and administers programs, operations and activities, including Engineering Building Inspection, Plan Check, Code Enforcement, Public Works and construction projects; manages contract administration processes; ensures compliance and enforcement of codes, and Federal and State laws and regulations; plans and administers division budget; establishes goals, objectives and measures outcomes; and performs related duties as assigned. Receives administrative direction from the Community Development Director. Provides direct supervision of assigned management, professional, technical and administrative staff, and contracted services.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Duties may include, but are not limited to, the following :

  • Plan, direct and coordinate the enforcement of laws and codes governing the construction of the new buildings or altering existing structures.
  • Enforce zoning and housing codes and ordinances for all respective areas of responsibility.
  • Supervise the building, public works, code enforcement, engineering and plan check activities, programs and personnel and contract administration and compliance.
  • Advise builders and homeowners on minimum standards of construction and materials.
  • Perform the more complex, difficult and sensitive inspections and assists staff in resolving technical questions relating to various code requirements.
  • Perform the more difficult plan checks; perform energy plan checks.
  • Confer with architects, contractors and others concerning building code provisions and construction methods.
  • Resolve disputes between the City, contractors and other parties with a superior level of professionalism; foster, model and command respectful work relationships; exercise political savvy, tack, diplomacy and sensitivity.
  • Make presentations to the City Council, commissions and other groups; explain division policies to the public, developers and builders.
  • Review, analyze, develop and implement financial practices, procedures and controls within the division and communicate to program staff; participate in the preparation and development of annual budget; invoice and collect plan check, building permit, impact, administrative, and other applicable fines and fees.
  • Prepare preliminary scope / budget statement, feasibility study, RFP / RFQ, award design contract and oversee design, value engineering, bid specifications, public bidding, review construction contract specifications, award contracts.
  • Serve on committees and attend meetings, serve as liaison on behalf of the City.
  • Conduct highly complex research, compile, analyze, interpret a wide variety of complex information and data; prepare and present complex and analytical reports, documents and data to a wide variety of individuals and groups, and at department and public meetings.
  • Successfully manage routine and complex personnel issues, including discipline, performance management and staff development needs and issues; delegate work and evaluate performance.
  • Monitor and stay informed of current trends, practices and developments in the industries for each area of responsibility, including legislation trends and changes, court rulings, professional practices and techniques; evaluate impact on City and recommend policy and procedural modifications accordingly.
  • Establish and maintain positive working relationships with representatives of community organizations, officials, residents, the business community and officials from other agencies.
  • Ensure and model workplace safety.
  • Develop and implement division goals, objectives, policies and priorities.
  • Provide leadership for government bodies, private firms, organizations; actively participate in achieving City, department and division-level goals, objectives and mission.
  • Apprise the Community Development Director of anticipated and identified problems and issues in advance, advise City personnel and departments of routine and critical issues, activities and developments; and coordinate successful resolutions and outcomes.
  • Coordinate the Americans with Disabilities facilities transition plan for the City.
  • Review scope, schedule and events; plan work according to objectives, assess and control risk management, allocate resources, organize, director and track projects; ensure quality management, defect prevention, change orders, review payment requests, review prevailing wage determinations and project closure.
  • May serve as Acting Director as assigned in the absence of the Department Director.
  • Perform related duties as required.

  • Principles, practices and methods associated with developing building standards, plan check and building inspection.
  • Engineering principles, concepts and procedures as applied to building inspection.
  • Construction methods and materials.
  • Budget preparation and administration.
  • Modern, current and effective principles and techniques of supervision, training, evaluation and performance management.
  • Modern computer and electronic equipment, programs, software and techniques associated with the assigned industries.
  • Operational characteristics and use of standard trades and occupational hazards and the City's safety procedures.
  • Effective and successful methods of communicating in both oral and written form.
  • Advanced conflict resolution and problem-solving skills and techniques
  • A wide variety of critical analytical and technical business writing skills, techniques and methods.
  • Ability to :

  • Read, understand and interpret construction blueprints, plans and specifications.
  • Inspect and analyze standard building construction and to identify code violations.
  • Solve complex building inspection and code-related problems.
  • Work effectively with builders, contractors and the general public.
  • Supervise, train and evaluate assigned staff.
  • Explain City practices and objectives to appropriate public and private agencies, organizations and individuals.
  • Prepare analytical reports of a budgetary, technical and evaluative nature.
  • Establish and maintain systems needed for control of work quality and quantity
  • Establish and maintain effective and successful work relationships with those contacted in the performance of required duties.
  • Plan and organize work assignments; perform, delegate and manage work, work products, track and evaluate workflow, produce expected, planned and critical outcomes.
  • Plan, organize, direct and evaluate the work of subordinate staff.
  • Participate in and provide leadership in developing goals, objectives and methods for achieving performance levels.
  • Resolve problems and conflicts and recommend sound conclusions and alternatives while ensuring and maintaining the best interest of the City.
  • Ensure a high-level of customer service, particularly, in difficult and critical situations.
  • Make adjustments to operating procedures as necessary to improve organization effectiveness.
  • Interpret, analyze and apply complex laws, regulations and procedures.
  • Maintain certifications through continuing educational and training programs.
  • Communicate successfully and effectively in clear and concise written and oral forms.
  • Education, Training and Experience Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be : Education : Equivalent Bachelor's degree from an accredited college or university in engineering, architecture or a related field, with college coursework in Building Inspection, And; Experience : Four years of experience in interpreting and enforcing building, electrical, mechanical and plumbing codes, building inspection, standards development and plan checking, including two years of supervisory experience, Or; Experience : Five years of experience in interpreting and enforcing building, electrical, mechanical and plumbing codes, building inspection, standards development and plan checking, plus two years of supervisory experience. License and Certification : Possession of, or ability to obtain, a valid California drivers license Possession of Certified Building Official by the International Code Council or the Council of American Building Official Construction Project Management certificate is desirable After the evaluation of minimum qualifications, examination parts for this recruitment may include, but are not limited to the following : written exam, performance exam, oral appraisal interview, physical ability test, oral presentation, project assignment, etc. If moved forward, candidates will be notified via email of the type of examination required for this recruitment.
