Capital Budget Analyst

About the Team

The Finance and Administration division works as staff to the Board of Governors, president, and chief operating officer to support the financial management of the UNC System. This includes the areas of budget development and execution, facilities, property, capital construction, debt management, procurement policy, tuition and fee development, efficiency efforts, and analysis of policy changes with a fiscal impact.

Minimum Education, Experience, and Skills

Bachelor's Degree in Public Administration, Business Administration, or related discipline such as Finance, Accounting, or Economics; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Preferred Education, Experience, and Skills

• Knowledge of the use of an enterprise-wide program management database system.
• Knowledge of the State Construction Office Interscope System preferred.
• Knowledge of state capital budget principles and policies including the State Budget Act, State Budget Manual, relevant UNC System policy manual, and UNC System practices.
• Knowledge of DocuSign or similar document processing system.
• Knowledge of state budget and financial systems IBIS (Integrated Budget Information System) and NCFS (North Carolina Financial System).
