Job description

Provide a short description of the Position : The Application Optimization project aims to modernize multiple business applications that the Office of Mental Health (OMH) uses that are supported by ITS. Oracle Business Intelligence Enterprise Edition (OBIEE) reports are being developed and will replace the existing reports in the Fiscal Integration System (FIS) application. FIS is an OMH System used by Patient Resource Offices (PRO) to track all aspects of Inpatient and Outpatient movements and financial status, as well as classifies individuals by age / program / legal status. FIS presents a consolidated picture of a patient's OMH status and financial status. The objective of this part of the project is to rewrite the reports and modernize the user experience pertaining to reports. The business analyst will collaborate with OMH business owners of FIS, and project team members to ensure a cohesive approach to business analysis, data management, and quality through all phases of project implementation as it pertains to reports. The business analyst will also be collaborating with business owners to ensure a cohesive approach to business analysis, data management and quality through all phases of project implementation as Oracle Business Intelligence Enterprise Edition (OBIEE) reports are being developed for Vista Pharmacy Management and Replacement (VISTA),for the New York State Incident and Management and Reporting system (NIMRS) application, the Tracking for Assisted Outpatient Treatment (AOT) program, incorporating both cases and treatment (TACT) and Child and Adult Integrated Reporting System (CAIRS) data.

Provide a list of the day-to-day tasks to be performed by the Selected Candidate :

Daily Tasks will include but not limited to the following : 1. Work as a liaison among stakeholders in order to elicit, communicate and validate the requirements for changes to current business reporting requirements and policies for the development of new operational reports and analytics. 2. Conduct data analysis of business and user needs and developing business requirements documents in accordance with the requirements and protocol of the ITS EIM Division during multiple project phases to convert the numerous Oracle Portals, Business Areas, and Discoverer Workbooks to the current Oracle analytical reporting platform. 3. Create business documentation (Business Requirement documents, use cases, swim lanes, process documentation) that detail the Business Intelligence reporting requirements and deliverables for reports, dashboards, and ad hoc tools. 4. Work closely with Data Warehouse and Business Intelligence technical team members and various OMH Business Owners to create Business Requirement documentation and to communicate the business requirements to the technical team for development of logical and physical dimensional data model reporting requirements. 5. Collaborate with data modelers, ETL developers, programmers and the business owners to translate report requirements, provide clarification of business rules, prioritize development, obtain signoff and ensure successful delivery of accurate end user reporting requirements 6. Create and execute test scripts, scenarios, and test plans to validate initial business requirements and report output through the DEV, QA and PROD migrations testing for accuracy and sign off on deliverables. 7. Assist in providing training & end user support for OMH staff utilizing the Analytics tool.
