Product Manager
We are looking for a Product Manager to oversee the development of advanced data and analytics solutions for a major federal data modernization initiative. This position will handle the full lifecycle of analytics products, from initial concept to deployment, ensuring they meet business goals, user needs, and technical specifications. The focus includes governing, integrating, and productizing immigration data to power adjudication, investigations, operations, customer experience, and user / entity-behavior analytics.
Key Responsibilities :
- Own the product roadmap for enterprise data analytics and business intelligence capabilities.
- Translate stakeholder requirements into actionable product features and development priorities.
- Collaborate with data engineers, architects, and analysts to deliver scalable data solutions in a cloud-based AWS environment.
- Develop analytics capabilities that support the detection of anomalies, operational risk signals, and integrity issues within large datasets.
- Oversee the development of dashboards, reporting tools, and data visualization products supporting mission operations.
- Drive adoption of self-service analytics and ensure data products are user-centric and intuitive.
- Manage Agile sprint planning, backlog prioritization, and release schedules across multi-vendor teams.
- Work with program leadership to measure product impact and establish success metrics.
- Ensure compliance with security, accessibility (Section 508), and governance standards.
- Communicate technical progress, challenges, and achievements to executive and non-technical stakeholders.
Employment Type and Proposal Support Commitment :
This position is contingent upon contract award and intended as a full-time, salaried role with comprehensive benefits. Upon award, candidates who demonstrate strong performance during the part-time proposal support phase may be considered for full-time salaried employment, contingent on final business needs. Prior to contract award, selected candidates will be required to support an active development task on a part-time, hourly basis, contributing directly to the proposal effort. This work includes :
Providing technical input and subject matter expertise to strengthen proposal technical volumes.Supporting coding, architecture, or system design contributions for live development prototypes or demonstration environments.Collaboration with proposal team members to refine solution approaches and ensure alignment with customer requirements.Participating in technical discussions and reviews to help finalize proposed solutions.The part-time pre-award effort will be compensated on an hourly basis and is expected to be flexible, depending on proposal needs and schedules.

Location :
This is not a 100% remote opportunity. Primary work will be performed on-site at either the Next Phase Solutions and Services office in Columbia, MD, or at a designated government facility within the region, as directed by the client.
Requirements :
Bachelors degree in Information Systems, Data Analytics, Business Management, or related field.7+ years of experience in product or program management, preferably in federal IT analytics environments.Experience managing or supporting data analytics capabilities for DHS, USCIS, or comparable federal mission programs requiring data-driven decision support.Proven ability to manage data-focused products and coordinate across development, analytics, and user teams.Experience with Agile / Scrum delivery and tools such as JIRA and Confluence.Working knowledge of Databricks, Tableau, SAS Viya, Informatica, and AWS data services.Strong understanding of data analytics workflows, stakeholder engagement, and user adoption strategies.Experience supporting federal mission-critical data and systems requiring secure decision support.Excellent communication and leadership skills in multi-vendor or matrixed environments.U.S. citizenship required with the ability to obtain and maintain a Public Trust clearance.Preferred Requirements :
Experience delivering analytics capabilities that support identity risk decisions, social media, operational oversight, or regulated environments in federal or commercial spaces.Experience driving Agile product delivery, including backlog ownership, roadmap planning, and stakeholder prioritization; Product Owner experience or certification is a plus.Familiarity with AI / ML product integration, model-driven analytics, and / or social engagement analytics.General Competencies :
