Senior Financial Analyst

The Financial Services Agency has an exciting opportunity for a highly analytical, innovative, and motivated individual with a passion for public service to join their agency as a Senior Financial Analyst. The Senior Financial Analyst performs highly professional and complex research, fiscal analysis, and financial reporting duties in support of the preparation and administration of the City's operating budget, forecasting, and financial reporting, including the Annual Comprehensive Financial Report (ACFR), Schedule of Expenditures of Federal Awards (SEFA), monthly investment reports, and other mandated reporting. Additionally, this position performs supervisory duties over one or more divisions within the Financial Services Agency and acts as a resource to all other City departments by providing financial support services.

The ideal candidate will have substantial knowledge of the principles and practices of municipal finance, budget, and accounting, be an expert in financial analysis, forecasting, and reporting, as well as possess exceptional leadership, interpersonal, and communication skills. Additionally, the successful candidate will embody the qualities of a "Five Tool Player" - Leader, Thinker, Communicator, Operator, and Public Servant - and the principles of the City's Customer Service Philosophy Empathy, Respect, and Problem Solving.

The Financial Services Agency provides support services to the citizens and businesses of Ontario, as well as to City Departments, with financial affairs, budget development, procurement, accounting, payroll, and revenue services. The Agency's service objective is to direct the financial affairs of the City of Ontario, under the direction provided by the Mayor and City Council through their goals and objectives, in a timely, accurate, cost-effective, and efficient manner.

The essential functions typically performed by the Senior Financial Analyst include, but are not limited to, the following :

  • Participates in the development and implementation of departmental goals, objectives, policies, and priorities.
  • Assists in the planning, organizing, and administering of the development of financial reports, including the Annual Comprehensive Financial Report (ACFR), annual and quarterly budgets, Schedule of Expenditures of Federal Awards (SEFA), state, federal and other municipal agencies, audit, compliance, and other City financial reporting.
  • Develops and maintains financial forecast models, with an emphasis on long-range planning; develops, monitors, and revises the City's revenues and expenditures forecast.
  • Coordinates the work of staff on special projects and integrates information needs with other departments.
  • Supervises and directs the activities of staff including employee selection, work assignment, performance evaluation, employee development, disciplinary action, and complaint resolutions.
  • Analyzes, reviews, and prepares changes to fiscal and / or legal documents. Prepares comprehensive technical and financial reports representing revenue and expenditure analysis of the City departments' and divisions' current and long-range financial position.
  • Advises and provides recommendations to City departments and divisions on fiscal problems, policies, procedures, and maintaining proper fiscal controls.
  • Reviews and analyzes local, state, and nation-wide economic forecasts to determine the City's current and long-term fiscal position.
  • Prepares, reviews, and analyzes complex personnel costing, as it relates to the preparation of the City's annual operating budget, labor negotiations, and long-range financial planning.
  • Compiles and analyzes data pertaining to complex financial or administrative issues and makes appropriate recommendations.
  • Assists and supports in the coordination of citywide fiscal activities with other City departments and outside agencies.
  • Answers questions and provides information to the general public, City staff, and internal and external auditors concerning technical and financial issues.
  • Performs other related duties as assigned.

Education : Bachelor's degree or equivalent from an accredited college or university in Finance, Accounting, Statistics, Business Administration, or a closely related field.

Experience : Five years of progressively responsible experience in analytical, technical, and administration of governmental budgetary or financial activities.

License : A valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.

Desirable : Experience related to long-term forecasting, planning, personnel costing, and the preparing of financial reports. Registered as a Certified Public Accountant, Certified Management Accountant, Certified Internal Auditor, or Certified Information Systems Auditor.
