About the Role
The Company is seeking a Chief Human Capital Officer (CHCO) and Director of Human Resources to lead its Department of Human Resources. The CHCO will be a strategic leader, serving as the principal advisor on human capital management and directly supervising the Deputy Director and an Executive Assistant. The successful candidate will be responsible for managing the department, providing technical expertise in the development and implementation of HR initiatives, and ensuring compliance with employment laws and regulations. Essential functions include overseeing talent acquisition, employee engagement, performance management, and succession planning, as well as representing the department in meetings with city officials. Candidates for the CHCO position at the company should have a master's degree in HR, public administration, or a related field, with at least 10 years' of progressive HR experience, including a minimum of 5 years' in a senior-level role. Experience in the public sector or within a large, complex organization is strongly preferred. The ideal candidate will have a professional HR certification and demonstrate in-depth knowledge of strategic HR management, organizational development, and performance measurement.
