Position Summary & Responsibilities

Position Summary :

This position is responsible for managing and delivering the daily operations of all agency information technology systems and activities. This position will establish and implement long-term goals, policies, and procedures for the information technology unit. The position will provide all network infrastructure requirements, recommend system enhancements and determine long-term systems needs and hardware / software acquisitions to accomplish the organization's business objectives. This is a supervisory position.

Job Responsibilities may include but are not limited to the following :

The Information Technology (IT) Manager is responsible for overseeing the daily operations of the agency’s IT department. This includes analyzing workflow, setting priorities, developing standards, and establishing project deadlines. The role involves managing systems for data backup, cybersecurity, user support, and the overall IT infrastructure that supports agency staff.

Infrastructure Management :

Design and architect Local Area Networks (LANs) and Virtual Private Networks (VPNs). Provide ongoing support for the agency’s IT infrastructure, including LAN, Wide Area Network (WAN), Storage Area Network (SAN), backup services, antivirus systems, hardware, system software, security, firewalls, network monitoring, disaster recovery, print servers, and application servers.

Application & Telecommunications Support :

Oversee and support all agency applications and telecommunications systems, including software installation, development, and end-user support. Provide assistance with telecommunications devices such as cell phones, desk phones, printers, and fax machines.

Strategic Planning & Policy Development :

Lead the development and implementation of strategic IT plans, including short- and long-term goals, disaster recovery strategies, information security frameworks, and IT policies, procedures, and standards. Collaborate in the preparation and management of the IT department’s budget.

Stakeholder Collaboration & System Analysis :

Engage with users, management, vendors, consultants, and technicians to understand business needs and translate them into system design specifications. Analyze user requirements, assess the impact of new or updated systems, and drive improvements in business processes through technology solutions.

Procurement & Licensing :

Review and recommend purchases of software, hardware, and other IT equipment to ensure they meet agency requirements and compatibility standards. Oversee the acquisition and management of software licenses and network service agreements.

Qualifications :

Minimum Qualifications :

A minimum of five (5) years of experience in information systems and analysis, or seven (7) years of progressively responsible experience in the same field.

Additional related experience may be considered in lieu of educational or time-based requirements at the discretion of the agency.

Preferred Qualifications :

In-depth knowledge of computer systems capabilities, hardware and software integration, and effective personnel utilization strategies.

Strong understanding of voice, video, and data communications, as well as core concepts in computer processing, word processing, and database management.

Demonstrated ability to assess and integrate agency-specific information technology requirements into strategic software and system planning.

Proven ability to prepare and present both technical and non-technical reports clearly and concisely, both in written and verbal formats.

Effective interpersonal and communication skills.

Hands-on experience with :

NCSC and Palo Alto firewall technologies

Microsoft SQL Server

Hyper-V virtualization platform

Windows Server operating systems (2012, 2016, 2019, 2022)

Windows 11 OS

General network infrastructure and administration
