True Ground Housing Partners (formerly APAH) was founded in 1989 by four families motivated to address affordable housing in Arlington, VA. Today, we have grown into one of the region’s leading nonprofit affordable housing developers. Our rental communities provide affordable housing to more than 5,000 people in the Washington DC Metro Region for neighbors earning between 30% and 80% of the Area Median Income (AMI). True Ground exists to provide quality affordable housing and resident-centered programming to help our residents make the most of their home. Summary Description

The Housing Stability Manager leads the organization’s eviction prevention and housing stability efforts, ensuring residents have access to the resources, advocacy, and supports necessary to maintain stable housing. This role combines program management, team supervision, and community engagement to strengthen resident well-being and housing outcomes.

The ideal candidate is a compassionate, bilingual leader with a strong understanding of housing systems, eviction prevention, systems development, and community partnership building.

Key Responsibilities

Program Leadership and Management (40%)

Lead, coach, and supervise eviction prevention and housing stability efforts, ensuring high-quality service delivery.

  • Adapt, develop, implement, and oversee eviction prevention strategies, workflows, and policies.
  • Manage program budgets, data tracking, and outcome reporting for internal leadership and funders.
  • Promote a collaborative and accountable team culture that values resident-centered approaches.
  • Directly supervise Resident Services Coordinators, including work outside of the housing stability pillar.
  • Liaison between Resident Team and Asset Management

Direct Services & Case Oversight  (20%)

  • Provide oversight and consultation on complex eviction prevention cases and resident support plans.
  • Coordinate with property management, legal aid, RS staff, and community partners to prevent displacement.
  • Ensure all case management and resource navigation are trauma-informed, culturally responsive, and strength-based.
  • Support residents in exploring long-term housing stability options, including pathways to homeownership.
  • Collaboration & Partnerships  (20%)

  • Build and maintain partnerships with various organizations, including other non-profits, legal aid providers, housing authorities, and social service agencies.
  • Collaborate with internal teams to align eviction prevention with broader housing stability and homeownership programs.

    Participate in Continuum of Care (CoC) and Permanent Supportive Housing (PSH) networks to enhance coordinated service delivery.

    Represent the organization in housing coalitions, policy discussions, and eviction prevention initiatives.

    Resident Engagement & Leadership (10%)

    Partner with residents to strengthen engagement, leadership, and participation in housing stability programs.

  • Provide ongoing support and facilitation for the Resident Council, ensuring resident voices help inform program design and community priorities.
  • Coordinate and facilitate workshops on budgeting, financial wellness, eviction-prevention resources, listening sessions, and leadership development to support resident empowerment.
  • Foster an inclusive, resident-centered environment where community members actively participate in shaping solutions that impact their wellbeing

    Data, Reporting & Continuous Improvement  (10%)

    Track eviction trends and outcomes to identify patterns, monitor risk factors, and inform proactive intervention strategies while maintaining accurate key performance metrics.

  • Prepare reports for funders, leadership, and community stakeholders while identifying program gaps and leading continuous improvement efforts to enhance service effectiveness.
  • Contribute to grant proposals and organizational strategic planning to advance housing stability and equitable outcomes
  • Supervisory Responsibility

    Supervision of Resident Services Coordinator(s) and other team members as needed.

    Qualifications

    Bilingual in English and Spanish (required).

    Master's degree in social work (MSW) or related field preferred; bachelor’s degree in human services, Social Work, or related discipline required.

    Minimum 3 years of experience in human services, housing stability, or eviction prevention.

    Minimum 2 years of supervisory or team leadership experience preferred.

    Familiarity with Continuum of Care (CoC) systems, Permanent Supportive Housing (PSH), and homeownership programs.

    Experience working with low-income, multilingual, and multicultural communities.

    Experience working with Asset Management and / or property management.

    Strong leadership and communication skills with a collaborative approach.

    Knowledge of landlord-tenant law, eviction prevention practices, and community-based housing supports.

    Experience facilitating resident engagement, community meetings, or resident leadership initiatives.

    Strong organizational skills with the ability to balance multiple priorities.

    Proficiency in Microsoft Office Suite and case management or CRM systems.

    Access to a vehicle to facilitate events across various True Ground properties

    Expected Hours of Work

    This is a full-time, exempt position.  Typical workdays are Monday through Friday, with a total of 40 hours worked a week between the hours of 8 a.m. and 6 : 30 p.m. Occasional evening or weekend hours for community / board meetings related to projects and / or special events; additional work hours as required.

    Working Conditions / Physical Requirements

    This job operates in a professional office environment. On occasion this position may work off-site at events. This role routinely uses standard office equipment such as computers, phones, photocopiers, and filing cabinets.

    The employee is frequently required to operate a computer and other office equipment, communicate information and ideas so others will understand, observe details at close range, and will occasionally move items weighing up to 30 pounds.

    Salary and Benefits

    The salary for this position starts at $70,700. True Ground has a competitive benefits package that includes medical, dental and vision insurance, long and short-term disability insurance, life insurance, commuter benefits, 401k and paid leave. Remote work up to 50% of the time is available. Our corporate office in Ballston features free parking.
