The position is designated Statutory Exempt and is exempt from the State Human Resources Act. This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work. The Communications Director serves as the chief architect of the department’s strategic communications and public affairs, providing high-level vision, leadership, and oversight across all internal and external messaging. Reporting directly to the Deputy Secretary for External Affairs and working closely with the Secretary of DIT and the Governor’s Office, this position ensures that all communications efforts—media relations, legislative messaging, digital content, interagency outreach, employee engagement, and public appearances—are coordinated, consistent, and aligned with executive and departmental priorities. The ideal candidate will bring excellent judgment, strong political and media awareness, and experience leading integrated communications strategies in a fast-paced, high-stakes public environment. Duties include, but are not limited to : Supporting crisis communication Maintaining high-level media and stakeholder relationships Setting the strategic direction Ensuring quality and timeliness across deliverables Empowering the communications leadership team to execute effectively Safeguarding the department’s reputation through message discipline and proactive planning About The Division The NCDIT Communication Office serves as the strategic communications hub for the North Carolina Department of Information Technology, advancing the agency’s mission by fostering transparency, promoting digital innovation, and enhancing stakeholder engagement. Reporting to the Division of External Affairs, the Communication Office manages all internal and external messaging, media relations, public outreach, digital content, branding, and executive communications. Through a proactive, integrated communications strategy, the office elevates the visibility of NCDIT’s statewide initiatives, including broadband expansion, cybersecurity, digital equity, and enterprise IT services. It partners closely with leadership, subject matter experts, and interagency teams to ensure timely and accurate dissemination of information to diverse audiences, including state employees, government leaders, the media, the public, and external partners. Key functions of the Communication Office include : Media and Public Relations : Coordinating press releases, media responses, and interviews to maintain public trust and transparency. Digital Communications : Managing web content, social media, and digital campaigns that promote NCDIT programs and services. Internal Communications : Supporting organizational cohesion through clear and consistent messaging to internal teams. Brand and Content Management : Upholding NCDIT’s visual and messaging standards across platforms and materials. Strategic Messaging and Executive Support : Drafting speeches, presentations, and communications on behalf of agency leadership. About The Organization The N.C. To qualify, applicants must document on the application that they possess all of the following : Demonstrated experience in public affairs, strategic communications, and / or media relations in government or high-stakes public sectors Experience navigating political landscapes and exercising sound media judgment Experience leading integrated communication teams and developing cohesive messaging strategies Minimum Education and Experience Requirements Bachelor's degree in communications, public relations, public affairs, media, journalism, English, or a related field from an accredited institution, and eight years of relevant experience; or an equivalent combination of education and experience.
