The Combat And Trainer Engines (CTE) Product Lines team is responsible for delivering high-performance engines, including the F414, F404, and F110, to a broad customer base. This includes U.S. and international militaries, airframers, and MRO integrators. The team works collaboratively across GE Aerospace's matrix organization to ensure alignment with business objectives, including safety, quality, delivery, and cost (SQDC).
Role Overview
The Proposal Manager is accountable for delivering compliant, compelling, and timely proposals in response to Requests for Proposal (RFPs) under FAR Part 15, FAR Part 12, and Commercial regulations. This role requires cross-functional collaboration with Sales, Contracts, Product / Services Managers, Pricing, Finance, Engineering, Sourcing, and Supply Chain to guide proposals through the Gate review process, submit proposals, address customer inquiries, and negotiate acceptable deals with external customers. In addition, the Proposal Manager will coordinate closely with other members of the CTE program teams to ensure alignment in support of business objectives. This role involves managing complex issues, participating in long-term planning, and contributing to overall business and product strategy. The Proposal Manager will also identify opportunities to create and improve processes that support these goals.
Key Responsibilities
Provide strategy and leadership for the proposal team to achieve contract awards on time and at settlements that meet internal requirements. Manage proposals under FAR Part 15, FAR Part 12, and Commercial regulations. Build and maintain customer relationships with key stakeholders, including the U.S. Navy, U.S. Air Force, DCMA, FMS / International customers, and airframers. Plan, coordinate, and present progress to internal and external customers. Collaborate cross-functionally with Sales, Contracts, Product / Services Managers, Pricing, Finance, Engineering, Sourcing, and Supply Chain to achieve program outcomes. Contribute to critical internal business processes for assigned products, including Program Control Board, Services Review Board, and proposal gate processes.
Required Qualifications
Education : Bachelor's degree from an accredited university or college. Experience : Minimum of 10 years of experience in engineering (or interfacing with engineering on technical programs), manufacturing, and program management roles. Expertise : Significant experience with U.S. Government contracting / proposals and associated regulatory requirements. Travel : Ability and willingness to travel as required.

The base pay range for this position is $145,500.00-$223,000.00 USD Annual. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set. This position is also eligible for an annual discretionary bonus based on a percentage of your base salary / commission based on the plan.
