Airport Administrative Manager
The City of Battle Creek is looking for an Airport Administrative Manager who will be responsible for the financial, administrative, and project management functions of the Battle Creek Executive Airport. This position oversees budgeting, purchasing, capital improvement planning, grant administration, and contract management. Working under the general direction of the Aviation Director, the Airport Administrative Manager ensures that the Airport's financial and administrative operations are efficient, transparent, and compliant with applicable regulations.
Examples of duties include :
- Participates in budget development and administration; monitor expenditures and manage the Airport's annual operating and capital budgets.
- Oversee purchasing, procurement, and contract administration to ensure compliance with City, State, and Federal requirements.
- Coordinate airport capital improvement program (ACIP) and track progress of projects in collaboration with consultants, contractors, and airport staff.
- Manage grant administration for federal, state, and local funding programs, including FAA Airport Improvement Program (AIP) grants. Ensure compliance with grant assurances, reporting, and documentation requirements.
- Prepare financial reports, analyses, and forecasts for the Aviation Director, City management, and other stakeholders.
- Coordinate and monitor consultant and contractor work for administrative and capital projects.
- Assist with lease administration, including tracking terms, renewals, and compliance requirements.
- Support airport planning initiatives, including long-term strategic and financial planning.
- Develop and maintain airport policies and procedures related to finance, procurement, and administrative operations.
- Coordinate the administrative aspects of the annual air show, including communication with the event operator, ensuring MDOT and FAA requirements and deadlines are met, and implementing any updates or changes prior to the event.
- Serve as a key point of contact for City finance, purchasing, and legal departments.
- Perform other administrative assignments as directed by the Aviation Director.
Typical qualifications include :
Graduation from a college or university of recognized standing with a bachelor's degree in Aviation, Business, Public Administration or related field.Minimum of 5 years of progressively responsible experience in planning, administration, project management, or operations. Preference will be given to candidates with experience in an aviation environment.Special requirements include :
Pass a pre-hire drug screen and random alcohol and drug testing.Federal fingerprint based criminal history background check may be required.Certified Member (C.M.) from the American Association of Airport Executives (AAAE) is preferred.Familiarity with state and federal deadlines and compliance requirements for aviation-related special events, including air shows.Valid driver's license. A satisfactory driving record is required.Physical requirements / working conditions include :

Work occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to vibration.
