Job Description and Duties

Under the general direction of the Environmental Stewardship Branch Chief, the incumbent is an interdisciplinary team member who must establish and maintain a professional working relationship with internal project delivery partners, various regulatory agencies, local partners and interested parties involved with Caltrans' projects. The incumbent must be solution oriented and will need to investigate innovative solutions to meet deliverables. This work requires strong oral and written skills with the specific ability to prepare technical reports as well as written and verbal correspondence. This position may require site visits, sometimes to remote areas, which may require driving a personal or state vehicle on public roadways or on uneven terrain. The Senior Environmental Scientist (Specialist) is the advanced journey level of the series. Decision making at this level has a higher consequence of error than that of an Environmental Scientist. Incumbents may be assigned lead responsibility for a specific project, program function, or area of expertise; may act as a mentor to lower level staff; and may act as consultants to other technical staff, management, and other agencies in those matters.

Working Conditions

Position located at 2885 S. Higuera Street, San Luis Obispo,  San Luis Obispo County

While at the base of operation, the incumbent will work in a climate-controlled office under artificial lighting in a office. Frequent travel and field work are required within the Region. Some fieldwork requires the ability to work in a variety of climatic and geographical conditions. The incumbent may be required to travel to offices and field locations, as well as occasional travel outside of the area.

This position requires frequent site visits, sometimes to remote areas, which will require driving on public roadways or on uneven terrain. Occasional overtime, travel and overnight stays may be required. A valid driver's license is required when operating state vehicles.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s current telework policy. While Caltrans supports telework, in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises. The selected candidate may be required to conduct business travel on behalf of the Department or commute to the headquartered location. Business travel reimbursements considers an employee’s designated Headquarters Location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

Special Requirements

Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

A Statement of Qualifications (SOQ) is required. Please include a 1-3 page, 12 point Arial font, SOQ that describes your experience as it relates to this position / Duty Statement, the Classification Specifications, Minimum Qualifications, and the following specific items :

  • Completion of reports, in accordance with 36 CFR 800 or related programmatic agreements, in support of National Environmental Policy Act (NEPA) documents, and similar reports in support of California Environmental Quality Act (CEQA) documents

2. Establishment of the Area of Potential Effects (APE) for Section 106 undertakings

3. Identification and / or evaluation of resources, in accordance with 36 CFR 800, either through pedestrian survey, sampling / excavation, laboratory analysis, or research

4. Avoidance, minimization, or mitigation of adverse effects to NRHP eligible resources

5. Monitoring of project construction, when concerns regarding possible effects to resources have been identified
