Senior Program Specialist
Position Summary : The Senior Program Specialist manages Washington Gas' portfolio of Commercial & Industrial (C&I) energy efficiency programs across MD, DC, and VA. This role ensures program performance against energy savings, emissions reduction, and cost-effectiveness targets while maintaining regulatory compliance and delivering an exceptional customer experience. The Senior Specialist routinely collaborates with internal teams and external partners to optimize operations, track KPIs, and support strategic planning for future initiatives.
Tasks and Responsibilities : Ensures operational success, continuous improvement, and regulatory compliance for Washington Gas' C&I energy efficiency programs across MD, DC, and VA. Drives achievement of energy savings and greenhouse gas reduction targets. Reports to and advises the Manager, Energy Efficiency Programs; provides updates on program implementation, performance, and technical issues. Offers subject matter expertise and insights to support strategic planning and broader low-carbon initiatives. Supplies knowledge, materials, and analysis for regulatory proceedings, stakeholder forums, and policy workgroups. Prepares recommendations on program performance, compliance, and future initiatives; may serve as expert witness in regulatory dockets. Optimizes the customer and service provider experience within C&I programs by addressing feedback and refining public-facing components to ensure a seamless journey. Manages program-level incentive and operational budgets; monitors expenditures to maintain cost-effectiveness and compliance with regulatory requirements. Maintains consistent communication with the Manager on progress toward monthly, annual, and cycle goals; proactively identifies solutions to overcome obstacles. Collaborates with functional areas that support EE program implementation (leadership, marketing, reporting / analytics, planning / innovation) to share insights and support cross-team projects. Oversees sourcing, procurement, and contractual activities for C&I program implementation; ensures agreements are current, vendor obligations are met, and budgets remain on track. Builds and sustains relationships with internal departments (Customer Experience, Sales, Public Policy, Regulatory Affairs, Legal) critical to program success. Represents Washington Gas in external engagements with contractors, trade allies, advocacy groups, regulators, and industry associations to promote program participation and awareness.
Required Qualifications, Skills, and Abilities : Bachelor's Degree in Business, Engineering, Economics, Environmental / Energy Policy, or related field. 5 plus years relevant experience in any one or a combination of the following : energy efficiency program implementation, energy management, energy & climate policy. Strong familiarity with the concept of energy efficiency as it relates to technology and program methodologies. Applicable knowledge of federal, state, and local energy efficiency and sustainability legislation and regulations. Attested ability to work effectively as a member of various teams in a matrixed environment, which may include company personnel, project resources, and third-party / outsourced vendors. Demonstrated successful project management experience. Ability to present ideas logically and concisely to diverse internal and external audiences at all organizational levels, both verbally and in writing. Demonstrated ability to establish rapport and nurture effective working relationships with business partners, supervisors, subordinates, and peers. Demonstrated ability to effectively communicate in front of groups, C-level executives, and senior decision makers.
Preferred Qualifications, Skills, & Abilities : Graduate degree in a relevant field. Demonstrated experience serving in a project or program management capacity within the natural gas industry or regulated utility sector. Demonstrated experience of energy efficiency program implementation within the C&I sector. Strong working knowledge of state-level regulatory procedures and policies related to public utilities.
We offer a competitive salary range of $94,000 to $136,000 per year, commensurate with experience, education, and skills. In addition, we provide a comprehensive benefits package including health insurance, retirement plans, and paid time off.
