Manager, Venue Mobility & Operations

LA28 is the independent, non-profit, privately funded organizing committee for the Los Angeles 2028 Olympic and Paralympic Games. We are on a singular mission to create an Olympic and Paralympic Games that celebrate all that this city and country have to offer, delivering an unparalleled experience for athletes, fans, partners and our community.

The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles' third time hosting an Olympic Games and first time welcoming the Paralympic Games. This presents the unique and exciting opportunity to celebrate our legacy with the Games and push the Olympic and Paralympic Movements forward, writing a new chapter of Games history in Los Angeles.

Manager, Venue Mobility & Operations :

The Venue Mobility and Operations Manager will be responsible for designing and implementing the internal transportation, operational, and pedestrian flow strategy within the Olympic and Paralympic Villages. This role will address the unique mobility challenges posed by the Village's topography, including elevation changes and multi-level layouts, ensuring safe, efficient, and inclusive movement for all stakeholders. This role reports to Director of Projects and Facilities.

This position will assess and recommend the most suitable transportation modes within the Village, balancing operational efficiency, safety, and accessibility. The Manager will also contribute to the overall Village operational planning and readiness efforts, ensuring that internal mobility solutions are fully integrated with Games-time operations.

Key Responsibilities :

  • Design and develop the internal transportation plan for the Olympic and Paralympic Villages, considering topographical challenges and operational needs.
  • Assess and recommend appropriate transportation modes within the Village, ensuring safety, efficiency, and accessibility for all users.
  • Develop pedestrian flow strategies to optimize movement across multi-level and hilly areas, minimizing congestion and enhancing user experience.
  • Plan and coordinate operational flows within the Village to support service delivery, logistics, and functional area operations.
  • Collaborate closely with the Transport Team to align internal mobility plans with external transport operations and technical standards.
  • Coordinate with Village units and other Functional Areas, to ensure internal mobility and operational flow solutions are integrated into broader operational plans.
  • Support the development of signage, wayfinding, and mobility-related communications for athletes, teams, and stakeholders.
  • Contribute to readiness activities including simulations, walkthroughs, and operational testing of mobility systems.
  • Monitor and evaluate internal mobility and operational flow performance during Games-time, implementing adjustments as needed.
  • Provide regular updates and reports to the Director of Projects and Facilities and other stakeholders.
  • Support the transition planning between Olympic and Paralympic phases, adapting mobility and flow solutions as required.
  • Assist in documenting processes and learnings related to internal mobility and flow management for knowledge transfer and handover.

Background & Requirements :

  • Minimum of 5+ years of experience in transportation planning, mobility design, or operational logistics within large-scale events, theme parks or complex, high traffic environments.
  • Proven experience in designing and implementing pedestrian and vehicle flow strategies in multi-site or topographically challenging settings.
  • Strong collaboration skills with demonstrated ability to work across departments, especially with technical teams such as Transport, Logistics, and Security.
  • Ability to adapt quickly to changing operational demands and evolving Games-time conditions.
  • Strong communication skills, with the ability to present technical concepts clearly to diverse stakeholders.
  • Commitment to delivering inclusive, athlete-centered services aligned with IOC / IPC standards and expectations.
  • Ability to perform effectively under pressure while maintaining a collaborative and solution-oriented approach.
  • Experience in Olympic and Paralympic Games operations or similar major sporting events is highly desirable.
  • Proficiency in planning and tracking tools such as Smartsheet, and advanced knowledge of Microsoft Office Suite (Excel, PowerPoint, Teams, SharePoint).

  • Physical Requirements and Working Conditions :

  • The position is in Los Angeles with in-person attendance required.
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment.
  • Must be able to navigate large residential and operational zones, including during Games-time conditions.
  • Flexibility and adaptability to occasional physical or travel-related requirements.
  • Frequent travel to venue sites for technical inspections and collaboration with venue teams and partners.
  • Flexibility to work evenings, weekends, and holidays as required.
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.
  • Local, domestic, and international travel may be required :
  • Local : Visits to venues across Los Angeles and surrounding areas, 1-5 times per month or more.
  • Domestic : Travel within the U.S. for meetings or events.
  • International : Travel for global sporting events, meetings, or collaborations once a year.
  • The annual base salary range for this position is $88,000 - $115,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28's operational business needs and applicable law.
