Job Description
Provides excellent customer service internally and externally while assisting with professional-level technical and administrative support to the Public Works Department. Provides support to the division managers and the department Director, takes initiative, meets deadlines, and works as a team member within the Administrative Division of the Public Works Department. Assists the Public Works Administration Manager with the department operating and capital budgets, reporting, requests for procurement and legal services, contracts, asset management, event oversight, creative projects and activities, website, social media, grants, financial approvals, and project reviews. Provides leadership to the administrative staff in the absence of the Public Works Administration Manager. Evaluates and enhances the department's technical and administrative processes and identifies improvements, solidifying all processes with Standard Operating Procedures.
Essential Functions
Provides a wide variety of professional-level administrative support to the department. Assists with the municipal procurement processes for the acquisition of goods and services pertaining to both the department's operating budget, as well as the department's capital improvement projects. Works with staff to identify contract needs and ensures procurement policies and procedures are followed.
Reviews invoices, purchase order requisitions, and modifications closely with department staff to manage inventory, audits, purchasing, and federal funding and grants.
Supports the department and administrative group with requests for service from the public, and participates in public participation programs, social media requests, and customer service initiatives. Assists with website and social media updates. Provides leadership to the administrative staff in the absence of the Public Works Administration Manager.
Assists with department financial administration to ensure staff are operating within the required budgetary limitations. Locates funds within the department budget, as needed, for non-anticipated expenses or project variations.
Completes in-depth research and analysis on a variety of specialized projects as assigned. Generates City Council reports, correspondence, presentations, or other documentation necessary to finalize / summarize project findings.
Coordinates, receives, responds to, and resolves citizen requests for information, inquiries, concerns, complaints, and problems about City and department programs.
Monitors contract terms to determine if / when contracts are due to be renewed and works with administrative and procurement staff to renew, including receipt of bonds and insurance.
Assists with monitoring electrical, water, and gas accounts, ensuring correct accounting and sufficient budget.
Recommends and drafts administration division written procedures for consideration through the supervisory chain of command. Writes, coordinates, and organizes standard operating procedures for the department.
Assists with developing systems and procedures to lower operating costs or increase efficiencies.
Assists in developing and updating policies and procedures related to asset management. Assists the Department leadership in managing and monitoring assets. Obtains and files operational and maintenance records and financial cost data, along with specific criteria for individual assets.
Assists with Department data management, offering suggestions for improving shared drives and filing standards.
Minimum Qualifications
Bachelor's Degree in Public Administration, Accounting, Business Management, or a related field. Work requires broad knowledge in a general professional or technical field.
An equivalent combination of education and experience may be considered if sufficient to perform the essential duties of the role as listed herein.
Two (2) or more years of progressive responsibility working in a municipal government setting, including experience supporting the goals of municipal administration, developing and managing department and division budgets, and general contracting and procurement processes.
Project Management experience preferred.
Previous supervisory experience preferred.
Valid Arizona Operator's Driver's License.
Supplemental Information
Work requires the ability to read various documents and memos from other departments and vendors including engineering consultant reports, City Council communications, professional publications, requests for proposals, organizational policies and procedures, regulatory publications, and legislation documents.
Work requires the ability to perform college-level math and statistics, including addition, subtraction, multiplication, division, percentages, financial formulas, statistical calculations, and projections.
Work requires the ability to write documents, i.e., letters, technical reports, proposals, grant reports, prepare financial documents and other related business documents.
Work requires considerable initiative and independent analytical and evaluating judgment. Experience with developing department administrative and fiscal management policies / procedures is recommended. Analyze spreadsheets, make projections for annual expenditures, and develop alternatives to budgetary constraints.
Responsibilities may include occasionally acting as the lead for a specialized project or assisting the director or managers with projects.
The incumbent assists with budget preparation for the department. Reviews expenditures of significant budgeted funds for the department or does research and prepares recommendations for City-wide budget expenditures.
Incumbent may supervise administrative staff, interns, temporary staff, or volunteers. Will provide direction regarding work scheduling, performance evaluations, and work quality.
Work is governed by broad instructions, objectives, and policies. Work requires the exercise of considerable initiative and independent analytical and evaluative judgment.
The incumbent in this position has contact with others within the organization. These contacts may involve similar work units or departments within the City such as Utility Billing, Finance, Marketing, City Management, City Clerk, Engineering, and Information Technology, which may be involved in decision-making or providing approval or decision-making authority for purchases or projects. In addition, the incumbent works with individuals outside the City who may belong to professional or peer organizations. Working with various state and federal agencies will also be required of the employee. Vendors and suppliers may also be called upon for information on purchases, supplies, or products. Meetings and discussions may be conducted with customers, brokers, and sales representatives. Regular and reliable attendance is required. Ability to work in a constant state of alertness and a safe manner.
