REALTY SPECIALIST

Real Property Acquisition Position

The primary purpose of this position is to perform and / or advise on real property acquisition, management, utilization, and disposal transactions. Responsibilities include performing conventional real property functions relating to the acquisition, management, and disposal of government real property. This includes acquiring interest in real property and use rights with limited complicating factors, determining need for and taking actions, such as easements and permits, and negotiating minor outgrants. Additionally, the role involves work associated with the processing of excess land or proposed facility disposal actions, gathering data, and preparing reports.

Requirements include meeting specialized experience or educational qualifications. Specialized experience must include at least one year at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include experience in commonly applied real property principles, rules, regulations, and practices; and a general understanding of real estate markets; understanding of agency, state, and local government realty statutes, policies, and procedures to include out-grant and standard space management practices and techniques.

Alternatively, a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, may be used to qualify. A combination of education and experience may also be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Knowledge, skills, and abilities required include knowledge of commonly applied real property principles, rules, regulations, and practices as well as agency, state, and local government procedures and appropriate statutes and policies. Skills in space management and utilization practices, policies for real property documentation and records, outgrant procedures, and property disposal policies are also essential. The ability to gather, evaluate, and interpret data to arrive at valid conclusions and offer meaningful recommendations is necessary, along with effective communication skills both orally and in writing.
