Business Finance Manager

Business Oregon is looking for a Business Finance Manager (Grants, Loans, and Programs Manager 3). In this role, you will guide a 12-member Business Finance Team committed to supporting Oregon's diverse businesses. You will oversee a statewide commercial loan portfolio, make sound credit and lending decisions, ensure programs are accessible and responsive to business needs, and cultivate strong relationships with state and national finance partners. This position plays a key role in coordinating resources, balancing programs, and championing the success of Oregon's small businesses.

What you need to qualify : Seven years of supervision, management, or progressively related experience. OR Four years of related experience and a bachelor's degree in a related field.

Business Oregon is the economic development agency for the state of Oregon. We have about 200 people on our team, and we work with communities and businesses. We use our programs and expertise to help businesses grow, so they can in turn add jobs, diversify the economy, and increase Oregon prosperity. We work with communities to enhance and expand infrastructure and community safety with projects such as water / wastewater systems, seismic rehabilitation for schools, or rural broadband development. This also sets the stage for future business development. Our mission is to invest in Oregon's businesses, communities, and people to promote a globally competitive, diverse, and inclusive economy, all carried out with an agency strategic plan.
This position exists within the Innovation and Business Resources Section of the Economic Development Division (EDD). The Innovation and Business Resources Section supports business, innovation and the entrepreneurial ecosystem through a diverse number of grant programs, debt vehicles, venture capital investments, and business certifications. It includes the Innovation and Entrepreneurship (I&E) team, which manages approximately twenty programs ranging from Oregon Innovation Council (Oregon InC) portfolio programs to the Rural Opportunity Initiative (ROI), which supports place-based, rural entrepreneurship. The Section also includes the Certification Office for Business Inclusion and Diversity (COBID) team, which is responsible for certification of businesses including Disadvantaged Business Enterprises (DBEs) and Minority Business Enterprises (MBEs). The Section includes the Business Finance team, a team that partners with businesses, financial institutions, local economic development groups, and technical services providers to aid with expansion, retention, and recruitment opportunities for Oregon based businesses through debt products including the Oregon Business Development Fund and the Credit Enhancement Fund.
Programs administered and coordinated by the Business Finance Team include the Oregon Business Development Fund, Entrepreneurial Development Loan Fund, Oregon Royalty Fund, Business Oregon Relender Program, Credit Enhancement Fund, Capital Access Program, Community Lender Loan Loss Account Program, Industrial Development Revenue Bonds, and Aggie Bonds. The Innovation & Business Resources Section also maintains responsibility for pass through funding for statewide and regional economic development programs such as the Oregon Small Business Development Center Network, Government Contracting Assistance Program, Oregon Manufacturing Extension Partnership, and for new pilot programs created by the Legislative Assembly.
