The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Client (ODHS). OIS provides the technology systems and services that support more than 18,000 OHA and ODHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and / or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

OIS seeks an experienced Training Developer IV with expertise in working with COTS or SAS Solution Providers developing training plans and materials in the Benefits Management industry.

This will work towards transitioning OEBB and PEBB Members and the State and Entity system administrators who serve them.

Scope :

Contractor's Key Person under this WOC will participate in setting the strategic direction and implementing of the training plan and materials to support OEBB and PEBB programmatic and administrative functions. Contractor's Key Person will provide expertise in the planning efforts to identify and modernize the agency's training materials and training tools. The Training Developer IV will facilitate the conversion of strategies to actions and identify ways to optimize the agency's training and transition approach.

The Training Developer IV will play a critical role in managing the Solution Providers delivery of training plan and materials for the new benefits management system (Client.) Contractor's Key Person will provide expertise in solving training material creation and delivery to State and Entities Admins.

Tasks :

Contractor's Key Person shall :

Benefits Management Systems (Client) Training

Client Training : Manage Solution Provider development and Subject Matter Experts (SMEs) input of new Client training plan and materials.

Client Process Changes : Identify changes to processes with the new Client, create a change log for these process changes, and develop training materials for these new processes for staff and partners.

Develop a training implementation plan for the roll out of the new Client system.

Lead and coordinate new Client training at all levels.

gency Change Management Strategy, Planning and Administration

Conduct organizational readiness assessments.

ssist in identifying organizational culture issues, business readiness, business needs and requirements, and change resistance related to major agency change efforts.

Design and implement organizational change strategies and plans based on assessments and desired direction of the agency.

Coordinate the implementation of change management activities related to major agency change efforts as approved by OEBB-PEBB management.

Recommend action to close gaps and ensure continued effective implementation of change management plans.

Identify areas where additional change management strategies may be required.

Identify risks that could potentially influence and affect change management activities.

Regularly report process and actions taken to mitigate risk associated with change management activities.

Engage key leaders and subject matter experts in change management planning.

Work with Communications team to ensure agency and specific efforts' communication plans are synchronized with change management efforts.

Consult with OEBB-PEBB management and SMEs to ensure that key business partners are aware of change management plans and that their interests and needs are factored into planning.

Review documents to ensure change management and change activity resource needs are considered.

Conduct research of other states' and large organizational efforts of similar size / scope to determine best approaches and practices for managing change.

Agency Change Management Coordination

Recommend change management strategies and activities related to major agency change efforts.

Work with OEBB-PEBB management team and subject matter experts, and others to coordinate organizational change management strategies and implementation timelines with technical changes.

Coordinate change management activities with OEBB-PEBB change champions, and managers.

Work with key OEBB-PEBB change champions and managers to identify organizational and process issues and develop solutions to ensure successful implementation and adoption.

ssist OEBB-PEBB Communications Team to coordinate change management communications with project leaders and agency communication staff.

Collaborate in partnership with OEBB-PEBB management, SMES, and Client vendor to create training framework.

Agency Change Management Leadership and Consultation

Provide change management expertise and recommend strategic and tactical change management goals to support the success of agency change efforts.

Provide change management coaching, mentoring, consultation, and advice to leaders and staff.

Provide change management consultation and advice to agency leaders and staff on specific efforts and in regard to general change leadership practices.

Share best practices and models.

Coordinate and lead efforts to resolve differences as they arise.

Support joint planning activities around change management efforts with OEBB-PEBB leaders, other state agencies, and external partners.

Consult on methods to bring change into effect and recommend strategies to ensure the success.

Facilitate education related to change management processes and strategy.

Agency Change Management Assessment and Reporting

Develop performance measures and conduct assessments, both formative and summative, of the impact and effectiveness of change management activities.

Report results regularly to senior executive management team, agency leadership, program managers, and internal partners

Modify strategies as necessary based on assessment results.

Provide status reports to keep principal players and interested parties informed.

Identify barriers and propose solutions.

Monitor changes to ensure successful outcomes.

ssist in development, write, interpret and monitor agency policies, procedures and manuals in relation to change management practices.

Propose strategies or actions to deal with identified problems to ensure that actions will result in improved performance.

Presents relevant information related to trends and organization change barriers and enablers.

Participate in meetings, test groups, special studies and projects regarding new systems, programs, policies or procedures.

Keep current on developments in the change management field to maintain a high level of knowledge and competence.

Required skills and experience :

3-years' experience as a Training and Transition Analyst.

Experience developing training plans and materials.

Experience managing a COTS or SAS solution provider in the development of training plans and materials.

Experience with Benefits Management Systems preferred.

Trainers will be responsible for designing, developing and delivery of training to end users. Agency business offices require training on how to perform business processes and reporting using Oracle / PeopleSoft's Human Capital Management, Financial and EPM applications.

Activities :

Design and develop / modify all assigned training materials, including business process workshop materials.

Manage the design and organization of a 'computer lab' (sandbox or training environment).

Develop and / or modify any needed instructor aids for use in classroom training and / or 'computer lab' setting.

Deliver Core-CT training to end-users.

Evaluate end user competency of the system after attending training.

Conduct remedial or make-up training sessions, as required.

Work with the programming / test team leads to ensure training manuals are updated appropriately with changes.

Pre-Requisites :

Experience developing and delivering end user training is required.

Experience in developing and delivering Oracle / PeopleSoft version 9.1 or higher end user training.

Demonstrated knowledge of Oracle / PeopleSoft version 9.1 or higher is required.

Demonstrated knowledge of instructional design methodology is required.

Demonstrated knowledge of effective training delivery techniques is required.

Strong communication and facilitation skills are required.

Oracle / PeopleSoft help desk experience is preferred.

Experience with Oracle's User Productivity Kit (UPK) is preferred.

    Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate, at a rate less than or equal to the maximum.

    Any planned interviews will be conducted via MS Teams. Interview times will be in Pacific Standard Time.

    Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate.

    This position is approved for remote work. Remote onboarding will be required for the first day.

    Any decision to allow telecommuting is made with the understanding that the decision will be re-evaluated by the Agency Authorized Representative on a regular basis. The key person should be available to work onsite within a reasonable timeframe, if deemed necessary by the Agency Authorizing Representative.

    Telecommuting will be contingent upon the key person providing his / her own adequate computer, monitor(s), Internet connection, and telephone, and be readily available during normal working hours via phone, email or MS Teams chat. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the key person's home site or his / her PC, unless a specific device is required to perform assigned duties (such as Multi-Factor Authentication devices).

    OIS operates on standard business days (Monday - Friday, 8 AM - 5 PM Pacific Standard Time, except for State of Oregon holidays and business closures) and candidate must be available to engage with OIS as agreed upon with OIS management.
