County Engineer

General Description

The County Engineer serves as a key member of the county's leadership team, responsible for leading the planning, design, and execution of municipal capital improvement projects to deliver sustainable, cost-effective infrastructure. Serves as the technical authority on engineering standards, construction methods, and regulatory compliance.

This role requires strategic planning, cross-departmental coordination, strong project management skills, and a commitment to operational excellence and fiscal stewardship.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

Capital Project Management & Engineering Oversight

• Leads the planning, design, and execution of complex capital infrastructure projects that shape the county's long-term physical landscape.
• Oversee or coordinate all phases of capital projects : feasibility studies, planning, cost estimation, design development, permitting, procurement, construction, inspections, and project closeout.
• Manage relationships with architectural, engineering, and construction firms; review and approve project scopes, schedules, budgets, and deliverables.
• Ensure all construction projects meet applicable codes, safety standards, and environmental regulations. Specifically compliance with applicable local, state, and federal regulations (e.g. VDOT standards, DEQ, EPA, OSHA, storm water management, environmental permitting).
• Provide regular updates and briefings to the County Administrator, Senior Leadership, Board of Supervisors, and other stakeholders.
• Interpret and apply engineering principles, design standards, and technical drawings.
• Severs on the County's Capital Improvement Program (CIP) Committee and assists other departments with projects to be included in the CIP.

Budgetary Responsibilities

Minimum Qualifications

Education : Bachelor's degree in Civil Engineering, Construction Management, Public Administration, Facilities Management, or a related field required. Master's degree preferred.
