Senior Project Manager – Civil Infrastructure (Roads, Highways, Bridges, Commercial Concrete, etc.)

About the Role
We are seeking an experienced Senior Project Manager to lead and manage the delivery of complex transportation infrastructure projects , including roadways, bridges, and municipal improvements throughout Texas. The ideal candidate will have a strong background in TxDOT design and construction standards , proven leadership experience managing multi-disciplinary teams, and a track record of successfully delivering projects on schedule, within scope, and on budget.
Key Responsibilities
- Manage the planning, design, and execution of civil infrastructure projects including roadways, highways, bridges, drainage, and municipal improvements.
- Serve as the primary client liaison for TxDOT and municipal clients, ensuring clear communication, strong relationships, and successful project outcomes.
- Lead multidisciplinary project teams including engineers, designers, subconsultants, and construction managers.
- Develop project scopes, budgets, and schedules; monitor progress and financial performance against plan.
- Oversee project deliverables to ensure compliance with TxDOT, municipal, and federal design standards.
- Review and approve design documents, cost estimates, and technical specifications.
- Prepare and present proposals, contracts, and progress reports to clients and internal leadership.
- Manage risk assessments, quality control, and change management throughout the project lifecycle.
- Mentor junior staff and contribute to business development efforts by identifying new opportunities and participating in proposal development.
Qualifications
Bachelor’s degree in Civil Engineering or related field, preferred .Professional Engineer (PE) license in Texas not required but preferred .PMP certification or equivalent project management training is a plus!10+ years of progressive experience in civil infrastructure project management , with emphasis on TxDOT and municipal roadway / bridge projects.Demonstrated experience with TxDOT design criteria, specifications, and project delivery processes.Proven ability to manage budgets exceeding $10M+ and multiple concurrent projects.Strong communication, leadership, and client management skills.Proficiency with Bluebeam, MS Project, Asana, OpenRoads Designer (ORD), and / or Civil 3D preferred .Preferred Experience
Successful management of transportation projects under TxDOT PS&E (Plans, Specifications & Estimates) processes.Knowledge of environmental permitting, ROW, and utility coordination for municipal and state projects.Familiarity with federal and state funding requirements , including TxDOT letting procedures.Experience supervising and mentoring technical staff.Compensation and Benefits
