Overview

The Environment & Development Department is seeking an experienced Water Resources Program Manager to lead water-related environmental programs and development projects that impact the community and region. This leadership role involves planning, directing, and managing programs, supervising a team, managing complex budgets, and representing the agency at interagency and public forums. The Manager will ensure regulatory compliance, explore sustainability opportunities, and guide long-term environmental planning aligned with the NCTCOG mission.

The Program Manager will lead the department's water resources and floodplain management programs, including :

  • Trinity River COMMON VISION
  • Corridor Development Certificate Program
  • Cooperating Technical Partners Program with FEMA
  • Upper Trinity River Transportation and Stormwater Infrastructure (TSI) study
  • Water Supply and Quality Programs under TCEQ Grant funding
  • Stormwater Management and Municipal Separate Storm Sewer Permit Compliance

Responsibilities

  • Supervising staff, including hiring, performance management, professional development, work scheduling, and conflict resolution.
  • Providing programmatic leadership by designing and implementing work programs, identifying new opportunities for environmental and development projects, and securing program funding.
  • Developing, administering, and monitoring budgets, contracts, and funding agreements.
  • Managing complex environmental programs and projects, including drafting technical papers, reports, scopes of work, proposals, and presentations.
  • Overseeing consultant and contractor work to ensure timely and high-quality deliverables.
  • Serving as the agency's representative at meetings with local, state, and federal agencies, community stakeholders, and regulatory bodies.
  • Preparing agendas, meeting packets, and presentations for committees and providing technical support to facilitate informed decision-making.
  • Interpreting and advising on environmental policy issues and best practices.
  • Promoting collaboration across departments and with external partners to achieve strategic goals.

  • Strong leadership, supervisory, and team management abilities.
  • Advanced communication skills—both written and verbal.
  • Ability to analyze, evaluate, and manage complex programs with multiple stakeholders.
  • Budget preparation and financial oversight experience.
  • Strong interpersonal and negotiation skills for working across departments and with external partners.
  • Required Education & Experience

  • Bachelor's degree in environmental science or engineering, Urban / Regional Planning, Public Administration, or a related field.
  • 5 – 7 years of progressively responsible experience in environmental management, program administration, or related areas.
  • Preferred Experience, Education & Certifications

  • Certified Floodplain Manager
  • Master's degree in a related field.
  • Experience securing and managing grants or funding agreements.
  • Prior work with government agencies, boards, or committees in environmental or community development.
  • Registration as a Professional Engineer in Texas is desired, but not required.
  • FLSA : Exempt

    Compensation : $115,768.00 - $146,625, depending on experience, skills and qualifications
