  • Executive III Division :        Corporations - Public Communications / Name Availability Union :             N / A Location :        501 S 2 nd St, Springfield, IL – Sangamon County Salary :            Range $5,909 to $11,209 monthly – commensurate with experience Benefits :         https : / / cms.illinois.gov / benefits / stateemployee.html Overview : Plans, directs, organizes and coordinates functions of the Public Communication Section; directs the effectuation of managerial policies and practices; participates in policy development and revision; exercises supervisory responsibility requiring use of discretion and independent judgment relative to managing operations and subordinates.

Duties and Responsibilities :

  • Plans, directs, organizes, evaluates and coordinates the activities of subordinate supervisory, technical and clerical staff involved in providing assistance to the public, government agencies and corporations by accepting requests for researching and reproducing corporation files and documents, providing corporate information to the public, attorneys and business community via telephone, storage of all new corporation and any ancillary documents, and maintenance of permanent records pertaining to domestic and foreign corporations.
  • Exercises responsibility for personnel management and assignment of daily work tasks; establishes work standards within the section; directs the effectuation of managerial policies and practices and assures that all laws and statutes are adhered to.  Responsible for preparation of monthly and annual activity reports for submission to the Director.
  • Recommends and reviews proposed legislation and Administrative rules; makes recommendations to Administrator on needed changes; determines impact of legislation on current policies and procedures; responsible for revision of forms and documents utilized by section; submits proposals to Administrator for approval; participates in policy development and revision by drafting new policies or revisions to existing policies and submitting to Administrator, determines, establishes and implements new or revised operational procedures; instructs staff on new and revised policy, program and operational changes; prepares and submits for approval proposed budgetary materials for the section.
  • Confers with other line supervisory, management and administrative staff to coordinate program functions and to resolve administrative problems; attends staff meeting to keep abreast of policy and program changes.
  • Serves as system administrator for the personal computer application in the section.  Responsible for nationwide distribution of daily and monthly lists of all new corporations.
  • Performs other duties as required or assigned.
  • Education and Experience :

  • Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with courses in business or public administration, and three years of managerial experience in a public or business organization.
  • Knowledge, Skills and Abilities :

  • Requires thorough knowledge of the principles and practices of public and business administration.
  • Requires extensive knowledge of functions and organization of State government.
  • Requires working knowledge of the principles of business accounting, program budgeting, personnel management and statistics.
  • Requires elementary knowledge of data processing business applications.
  • Requires ability to develop and manage a statewide program.
  • Requires ability to analyze administrative problems and adopt an effective course of action.
  • Requires ability to develop, install and evaluate new and revised methods, procedures and performance standards.
  • Requires ability to exercise judgment and discretion in implementing and interpreting departmental policies and procedures.
  • Requires ability to estimate and budget for future needs and cost for personnel, space, equipment, supplies and services.
  • Requires ability to develop and maintain cooperative managerial working relationships.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
