Responsibilities :
The Acquisition Specialist will support Barrow Wise's Air Force project and perform the following duties :
- Perform all pre-award and post-award contracting support functions with direction from supported official
- Meet critical dates / milestones for contract pre / post-award actions and source selection
- Utilize the Division / Directorate agreed-upon tracker or milestone chart
- Additionally, the Contractor shall draft contract file documents pertinent to the upcoming milestone or contract action, allowing for standard review time by supported official(s); Milestones include, but not limited to, Requirements Package Receipt, Early Strategy and Issues Session (ESIS), Acquisition Strategy Panel (ASP), Solicitation, Evaluation, and Decision Documents
- Develop contract actions include, but not limited to, contract award, contract modification (e.g., exercise of options) and contract close-outs
- Collect requirement package(s) documentation for contract file from stakeholders (e.g., Mission Partner, AFDW / PKP PM Branch, SAF / MG, HQSF / DS and Finance). Requirement package documentation includes, but is not limited to, Requirements Approval Document (RAD), draft PWS, draft Quality Assurance Surveillance Plan (QASP), draft Independent Government Cost Estimate (IGCE), Inherently Governmental Function (IGF) checklist, Market Research Report (MRR), draft DD Form 254, and funding document
- Draft acquisition / contract documentation for supported official(s); Documents include but not limited to requirement package documentation, ASP briefing slides, Acquisition Plan (AP), Business / Contract Clearance form(s), Request for Proposal / Quotation (RFP / RFQ), and contract ("award")
- Review all documentation as required by the supported official
- Maintain and retain contract file documentation IAW law, regulation, and local policy
- Perform Pre-award functions include but not limited to conducting market research, coordinating with stakeholders (e.g., Small Business Government Representative), soliciting requirements, drafting evaluation of Offeror's proposal(s), drafting decision documents, publicizing contract actions, and drafting awards
- Perform Post-award functions include but not limited to contract / file administration, modifications and contract closeout
- Perform duties using all contract types under FAR 16 to include Firm-Fixed Price (FFP) Task Orders (TOs) competed on GSA OASIS or other pre-existing contract vehicles (e.g., GSA Professional Services Schedule (PSS), GSA Alliant, DoD Enterprise Software Initiative (ESI), GSA 2nd Generation Information Technology (2GIT) BPA, etc.)
