Job description

Contracts Assistant

This position specifically is located in Norfolk, Virginia. The Contracts Assistant provides administrative, data entry, analysis, and coordination to support the Contracts department. Prepares, enters, validates, and maintains contract-related data and documentation supporting proposals, Requests for Contract Changes (RCCs), modifications, purchase orders, and other department activities. Supports accurate and timely contract administration through organized recordkeeping, reporting, and coordination with internal departments.

Knowledge of general administration and documentation processes, basic business, financial, and data analysis principles, basic pricing elements, and standard office and records-management practices. Proficiency in Microsoft Office applications, particularly Excel, Word, and Outlook. Strong written and verbal communication skills, strong organizational and time management skills, and ability to manage multiple assignments and priorities while meeting established deadlines.

Associate degree in Business Administration, Accounting, Finance, Contracts Management, or related field, or an equivalent combination of education and directly related experience. Two years of directly related administrative, contracts, financial, estimating, or data-support experience.

Core responsibilities include providing administrative and data support for Contracts department activities, preparing, entering, reviewing, and validating contract-related information, supporting the preparation and revision of proposal and contract documentation, maintaining accurate contract records, reports, and supporting documentation, and coordinating with internal departments to obtain, verify, and communicate information necessary to support contract activities.

Key duties involve preparing, verifying, inputting, and validating data for CLIN proposals, unsettled and settled RCC/change order pricing, modifications, purchase orders, and other assigned contract activities, entering budget information for CLIN proposals and settled RCC/change orders and verified information for accuracy, requesting and confirming task numbers as required, revising CLIN proposals, including MDR copies and RCC documentation, based on negotiations and approved changes, verifying applicable labor rates, temporary labor percentages, overtime percentages, and other contract-specific pricing elements for CLIN proposals and RCCs, breaking down subcontractor and teaming-partner quotes, including straight-time and overtime hours, labor dollars, and applicable fees, preparing agendas, reports, presentations, and other departmental documents as assigned, receiving and confirming totals on modifications and purchase orders and verifying information for accuracy prior to distribution to accounting, maintaining internal database and logs and updating required information accurately and timely, serving as a liaison with other departments to obtain and communicate contract-related information, observing and supporting company health, safety, and environmental policies, and performing other related duties as assigned.

Measurable outcomes include contract, proposal, RCC, modification, purchase-order, and budget data being entered and maintained accurately and within established departmental deadlines, proposal revisions and supporting documentation reflecting approved negotiations, rates, estimates, and contact requirements, Mod Logs, SMARTS records, and other assigned tracking tools being maintained accurately and kept current, modification and purchase-order totals being reviewed for accuracy before information is distributed to accounting, and assigned reports, agendas, presentations, and contract documentation being completed accurately and within established due dates.

Physical requirements include sitting and performing computer-based work for extended periods, using hands and fingers to operate computers, office equipment, and handle documents, communicating verbally and hearing in an office environment, standing and walking throughout office and shipyard locations, having sufficient visual ability to review detailed electronic and written information, occasionally accessing vessel or industrial work areas as required to support job responsibilities, and being able to perform the essential functions of the position with or without reasonable accommodation.

Working relationships include reporting to Contract Manager or designated supervisor, working closely with Contracts personnel, and maintaining regular working relationships with Finance, Estimating, Program Management, Procurement, and other internal departments as necessary to obtain, verify, and communicate contract-related information.

Additional requirements include regular and reliable attendance, compliance with applicable company policies, procedures, safety requirements, and developmental processes, maintaining confidentiality and appropriately safeguarding sensitive business, pricing, and contract information, being able to access required company and customer work locations, as applicable, and performing other related duties as assigned.
