In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024.

The Family Preservation Specialist will primarily focus on the implementation of Families First Prevention Services Act (FFPSA) to support Minnesota efforts to expand the child welfare prevention and early intervention service array in response to the federal Families First Prevention Services Act (FFPSA). The act provides states the opportunity to claim Title IV-E funding in support of developing / expanding the capacity of services designed to prevent out of home placement. Guidance is provided at the federal level on services, including transitional services, allowable for funding.

This is one of five positions that work together to implement elements for FFPSA in Minnesota. It is vital these staff work in collaboration with internal and external partners in support of an equitable prevention and early intervention service array across the state meeting the needs of those who will benefit from the prevention services response.

Responsibilities include :

Leading the development of statewide policy and implementation of state and federal laws, specifically Family First Prevention Services Act prevention services and Minnesota’s Title IV-E Prevention Plan

Developing policy, written guidance and technical assistance that ensures compliance with federal and state laws for the delivery of FFPSA and child welfare services in Minnesota

Developing an understanding of the uniqueness of current prevention and early intervention services in support of seeking transitional services to expand the service array while meeting federal evaluation requirements

Coordinating and implementing the use of FFPSA prevention services to meet the FFPSA program requirements

Providing technical assistance, consultation and / or information to department teams, county and Tribal social service directors, managers and attorneys, Indian Child Welfare Act (ICWA) Advisory Council, Minnesota Associations of County Social Services Administrators (MACSSA), mental health, chemical health and other service providers, Children’s Justice Initiative and other stakeholders as needed to implement new and existing federal FFPSA laws regarding prevention services and alignment with family preservation efforts

Developing requests for proposals and providing contract management

Ability and willingness to perform other duties as assigned

Minimum Qualifications

3 years of professional experience working in a social services program, with an emphasis on child protection, foster care, Title IV or public policy that demonstrates :

Experience working with federal and state child welfare programs, statutes and policies

Experience in community engagement and in building solid partnerships with counties, Tribes, service providers, community partners and families

Experience with continuous quality improvement

Conducting work with a prevention lens

Experience in writing complex technical documents

Preferred Qualifications

Knowledge of Minnesota’s human service delivery system, including all children’s programs, sufficient to understand the interrelationships between the counties, Tribes and the state human services agencies and the nature of the services they provide.

Knowledge of and experience with using Social Service Information System (SSIS) or a related human service system.

Variety of experiences working effectively with others from different backgrounds and cultures.
