Summary

The Supervisory Biomedical Engineer (Section Chief) is responsible for the professional and administrative management of the Healthcare Technology Management Service. The Supervisory BME has the responsibility of supervising technical staff including engineers, biomedical engineering technicians, and other technical staff. He / She provides oversight to establish operating policy for other professional engineers at the facility and / or other professional engineers in the VISN.

    This is an open continuous announcement and will remain open until the June 30th, 2025.     Duties include but are not limited to :

  • Responsible for all activities in the Healthcare Technology Management Service including Biomed and Electronic shops.
  • Manage Human Resource aspects of service operations to include Staffing and Labor Management.
  • Responsible for resource management and distribution to include, annual budget, staffing and equipment.
  • Develops goals, objectives, and policy for the medical equipment management program and monitors progress.
  • Advises supervisor and other management officials as necessary on the status of the critical medical equipment that may adversely impact Veteran care or access.
  • Leads the team in assessing its strengths and weaknesses.
  • Develops performance standards for subordinates, evaluates work performance.
  • Hears an resolves complaints from employees, and gives advice, counsel or instruction to employees on both technical and administrative matters.
  • Identifies developmental and training needs of employees.
  • Responsible for all activities of the Biomedical Engineering Section and the Electronics Systems and Equipment Sections of Engineering Service at the Bay Pines VA Healthcare System.
  • Complies and stays current on the Healthcare Technology Management Office requirements for biomedical engineering sections (VA Central Office).
  • Advises and works with equipment users and the Projects Section, Engineering Service, Bay Pines VA Healthcare System to install new equipment and design functional medical facility space utilizing the above mentioned equipment.
  • Acts as the preceptor for General Engineer and Biomedical Engineer trainees in the Technical Career Field Training Program.
  • Work Schedule : Monday - Friday 7 : 30 a.m. - 4 : 00 p.m.

    Recruitment Incentive (Sign-on Bonus) : Authorized; A relocation incentives may be approved for highly qualified candidates with service agreement.

    Permanent Change of Station (Relocation Assistance) : Authorized.

    Pay : Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).

    Paid Time Off : 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

    Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

    Parental Leave : After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

    Child Care Subsidy : After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66 .

    Retirement : Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

    Insurance : Federal health / vision / dental / term life / long-term care (many federal insurance programs can be carried into retirement)

    Basic Requirements :

  • United States Citizenship : Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English.
  • Education and / or Experience :
  • Bachelor's Degree or Higher in Engineering : (Must submit transcripts if using education to qualify) To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum. Examples of acceptable engineering degrees include : Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. OR,

  • Certification as a Certified Clinical Engineer (CCE)-(Certificate Submitted) and a Bachelor's Degree not listed above. Certification means having successfully passed a CCE written and oral examination administered by the American College of Clinical Engineering. If appointed with a CCE requirement, the employee must maintain certification throughout employment. The American College of Clinical Engineering determines acceptable educational preparation and degree requirements for CCE eligibility.
  • May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

  • At least [one] year of experience equivalent to the next lower grade level (GS-13) and must fully meet the KSAs at that level.
  • Demonstrated Knowledge, Skills, and Abilities : In addition to the experience above, the candidate must demonstrate all of the following KSAs :
  • Ability to manage overall department resources, i.e., finance, space, equipment, supplies, and staffing at a highly complex medical center or at the VISN level.

  • Ability to develop local or VISN policies and / or draft directives related to healthcare technology management.
  • Skill in balancing multiple responsibilities, setting priorities, delegating tasks and projects, meeting multiple deadlines, analyzing organizational problems, and developing and implementing effective solutions.
  • Ability to analyze complex organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility.
  • Skill in interpersonal relationships leading and dealing with employees, team leaders, and managers, within and outside the biomedical engineering program, to include conflict management, dispute resolution, or mediation.

    Preferred Experience : The agency is looking for an individual with the following preferred experience :

  • Managerial / supervisory experience and oversight of HTM Sections such as, Administration, Operations and Project Support.
  • Experience working with clinical staff and leaders. - Example : Leading Integrated Project Teams (IPTs).
  • VA experience procuring High-Tech / High-Cost (HT / HC) medical equipment.
  • Experience planning and working with Contracting to submit equipment packages to the National Acquisition Center (NAC).
  • Experience supporting a healthcare system with the acquisition, installation, preventative maintenance (high-risk and non-high risk) and the replacement of end-of-life cycle medical equipment, or implementation of new technology.
  • An understanding of key performance metrics (KPIs) pertaining to medical equipment management.
  • The full performance level of this vacancy is GS-14.

    Physical Requirements : The position is mostly sedentary. Occasionally requires duties that are physically demanding involving walking, sitting, standing, climbing ladders, crouching, crawling, stooping, reaching, kneeling, and some prolonged periods of intense concentration, under adverse conditions. Lifting of objects between 10 and 40 pounds is common, and on occasion lifting of heavier objects is necessary. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately-owned vehicle.
