Job Summary The Office Public Defender - Internal Promotion Only!
Under the direction of the Chief Financial Officer (CFO), coordinates all activities in preparation for payroll and maintenance of employee records. Reviews, prepares and submits confidential payroll reports to the CFO and Comptroller's office. Acts as a representative / liaison bridging issues of common concern between staff management and other departments. Functions as a technical, administrative or other informed advisor and serves as an assistant to the CFO and other senior level managers within the Office in matters requiring knowledge of payroll and time & attendance functions. Identifies areas for improvement. Assists in the implementation / maintenance of the payroll and time & attendance systems. Performs other duties as assigned.
Minimum Qualifications
- Possession of a High School diploma or General Education Development (GED) certificate.
- Seven (7) years' full-time work experience in payroll processing.
- One (1) year of full-time work experience utilizing ERP / Oracle, CCT or other payroll software applications.
- Graduation from an accredited college or university with an Associate's degree in Accounting or Finance.
- Five (5) years' full-time work experience in payroll processing.
- One (1) year of full-time work experience utilizing ERP / Oracle, CCT or other payroll software applications.
- Graduation from an accredited college or university with a Bachelor's degree in Accounting or Finance.
- Three (3) years' full-time work experience in payroll processing.
- One (1) year of full-time work experience utilizing ERP / Oracle, CCT or other payroll software applications.
- Graduation from an accredited college or university with a Master's degree in Accounting or Finance.
- Two (2) years' full-time work experience in payroll processing.
- One (1) year of full-time work experience utilizing ERP / Oracle, CCT or other payroll software applications.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Knowledge of budgets, pay schedules, job classification systems and related subject matter as they pertain to managing a payroll schedule.
Thorough knowledge of the organization and its' operations.
Strong knowledge of Office policies, union contracts and labor laws. Skill utilizing Microsoft Word, Excel and PowerPoint.
Skill interacting with others to investigate; gather and review confidential materials; information; and incidents of record.
Skill and ability to effectively perform any or all tasks within the jurisdiction or area of authority designated.
Skill planning, developing and completing complex assignments.
Ability to work well under pressure and provide attention to detail.
Ability to effectively participate in staff meetings or other forums aimed at developing constructive ideas, observations and insights.
Ability to provide accurate judgements, re-organize established precedents and seek solutions to when new problems arise.
Ability to work in a fast-paced and detail-oriented environment.
Ability to follow-up on unresolved business in a thorough and timely manner.
A high level of skill and proficiency in maintaining work related or financial records and evaluating the work activities and records of other staff engaged in related activities.
Excellent communication skills with the ability to train others and resolve problems with tact and courtesy.
Physical Requirements
Light Work Light Work involves exerting up to 20 pounds of force occasionally or up to 10 pounds of force frequently, or a negligible amount of force constantly to lift, carry, push, pull, or otherwise move objects. Even though the weight lifted may be only a negligible amount, a job / occupation is rated Light Work when it requires : (1) walking or standing to a significant degree; (2) sitting most of the time while pushing or pulling arm or leg controls; or (3) working at a production rate pace while constantly pushing or pulling materials even though the weight of the materials is negligible.
