The California Pan-Ethnic Health Network (CPEHN) envisions a world in which all communities regardless of their income, sex, race, ethnicity, primary language, LGBTQ+ status, disability or immigration status, have the opportunity to live with optimal physical, behavioral, oral, and overall health and well-being, and to thrive. We have four main approaches to how we do our work :

  • Policy Advocacy. We advocate for federal, state and local policies that advance health equity.
  • Network Building . Everything we do is done in collaboration with our nonprofit and grassroots partners.
  • Policy Research. Our research focuses on studying and understanding disparities in health access, utilization and outcomes by race, ethnicity, language, disability status, sexual orientation, gender identity, and immigration status.
  • Storytelling helps us sustain attention, build trust and inspire action in and on behalf of our communities.

The Opportunity :

The incoming Senior Legislative Advocate will be a passionate and motivated advocate with a deep understanding of California statewide policy advocacy and experience working with communities of color.

Reporting to the Managing Policy Director, the Senior Legislative Advocate is responsible for the development, management, and implementation of CPEHNs state legislative, budgetary, and other advocacy initiatives. They will work closely with other CPEHN staff to develop and lead CPEHNs legislative, administrative, and budgetary advocacy including building and maintaining relationships with policymakers, community partners, and funders.

The ideal candidate will bring a demonstrated commitment to health equity and a track record of effective advocacy with policymakers and agencies. This is a unique opportunity for a mission-driven future leader to apply their skills and be a part of a dedicated team working to improve health equity for communities of color in California.

This position is based in the Sacramento Metropolitan Area . CPEHN maintains physical offices in Oakland, Sacramento, and Los Angeles and has a hybrid work policy (air traveled required). CPEHN has a mandatory up-to-date COVID-19 vaccine policy.

Key Responsibilities :

  • Build and maintain a highly visible presence for CPEHNs policy agenda at the state Capitol.
  • Develop, implement, and manage CPEHNs state policy goals and strategies.
  • Testify and conduct public presentations on CPEHNs policy issues and campaigns.
  • Develop policy proposals, advocate, and analyze the success of campaigns.
  • Lead CPEHNs legislative, budgetary, and administrative advocacy including developing policy proposals, advocating, and analyzing campaign success.
  • Conduct policy research and analysis on key policy issues impacting communities of color in California.
  • Essential Competencies for the Ideal Candidate :

  • Strong public speaking and interpersonal skills to work effectively and professionally with diverse staff, Board, constituents, and stakeholders.
  • Excellent research / analysis, writing, and proofreading skills to convey concepts to multiple audiences.
  • Ability to work in a fast-paced environment, including long hours during peak times of the legislative session.
  • Ability to prioritize multiple assignments and meeting conflicting deadlines within a dynamic environment.
  • Ability to coordinate and work collaboratively across teams and offices.
  • Comfortable working in a small office environment where hard work, a sense of humor, and flexibility are highly valued.
  • Cultural humility and ability to understand issues impacting all communities of color.
  • Required Qualifications :

  • 3-5 years of public policy experience.
  • At least 2 years of lobbying experience.
  • At least 1 year of supervising experience.
  • Experience working with elected officials and government agencies.
  • Knowledge of Californias state legislative and budget process.
  • Compensation and Benefits :
