Job description

Job Description and Duties

The California Energy Commission seeks to fill two Air Pollution Specialist positions, working title Clean Transportation Specialist, in the Contract Management and Oversight Unit of the PEVTI Branch within the Fuels and Transportation Division.

The Fuels and Transportation Division administers the California Energy Commission’s Clean Transportation Program (CTP). The CTP is California’s lead program in deploying zero-emission vehicle infrastructure to support electric vehicles and hydrogen fuel cell vehicles. The CTP budget has increased in recent years. The program will deploy approximately $4 billion to invest in a broad portfolio of transportation projects and provide financial support for infrastructure projects. These projects will transform California's fuel and vehicle types to meet the state's climate change and public health policies.

Under close (Range A) or general (Range B or C) supervision of the Program and Project Supervisor, the Clean Transportation Specialists may serve as a team lead in the development and deployment of alternative fuel vehicles and electric vehicle charging and fueling infrastructure, including workforce training and development and equity initiatives in California. The incumbent will perform complex technical and analytical tasks and will work independently, participate in a team, and use scientific principles to evaluate vehicle and infrastructure issues and assist private and public partners to introduce improved vehicles, engines, charging and fueling stations, other related infrastructure, and training and equity considerations through joint funding of projects, technical assistance, and education and outreach activities.

The incumbents will independently develop and manage grant agreements and contracts. Primary responsibilities include ensuring that funding recipients are meeting deliverables, staying on time and within scope, and providing appropriate invoices. Other responsibilities include solicitation development, management, proposal evaluation, and selection of grantees. The incumbents will gather, tabulate, and analyze data; prepare reports; review and analyze technical reports, papers, and correspondence; and make public presentations. Furthermore, the incumbents will build and maintain relationships with staff at other State agencies and partnerships with major organizations including industry, environmental groups, and community-based organizations.

Working Conditions

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.
