Basic Purpose of the Job :

Under general direction, the Animal Control Officer shall uphold Animal Control regulations for the City of Montrose and assist at the Montrose Animal Shelter daily as needed.

Essential Functions :

Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

  • Respond to, investigate, and resolve citizen and neighborhood disputes and complaints of Animal Control issues in the City of Montrose and determine appropriate course of action.
  • Impound stray, vicious, nuisance and abandoned animals. Perform frequent directed patrols of public parks, large parking lots, and the cemetery. Dispose of all deceased animals from roadways.
  • Issue summons and complaints or penalty assessments to suspected offenders and prepare documentation for first appearances in court including appropriate sentencing recommendations. Prepare documentation for court trials and testify in court. Complete MIR's and IR's report narratives in a timely manner.
  • Actively participate in community policing projects and present educational programs for local civic organizations, schools and law enforcement agencies.
  • Assist at the Montrose Animal Shelter daily and as needed. This includes cleaning cages, answering phones, helping with adoptions, relinquishments, reclaims, intake health exams, daily medical treatment, euthanasia, entering impounded animals into shelter software, and completing associated paperwork when needed.
  • Assist with various shelter sponsored clinics and activities such as vaccination, licensing and spay / neuter clinics as well as tours and presentations. Transport adopted animals to local veterinary clinics.

Job Requirements :

  • High school diploma or general education degree (GED).
  • New hire animal control officers must successfully complete the mandatory twelve week field training program with the Field Training Officer.
  • Licensures & Certificates(must be active and current.)

  • Certified Animal Control Officer from the Colorado Association of Animal Control Officers, or the ability to obtain within one year of hire date.
  • Must become certified in ICS 100, 200, 700, and 800 within one year of hire date.
  • Must maintain State CAACO certification, Taser, Extendable Asp, and OC certifications.
  • Current Colorado driver's license with acceptable record.
  • Physical Requirements and Work Environment :

    Ability to lift and / or move up to 75 pounds frequently, over 75 pounds occasionally. Must be able to participate in and successfully complete yearly physical fitness testing sponsored by the police department and / or the animal control department. Must be able to participate in physically demanding training sessions. While performing the duties of this job, the employee is regularly required to reach with hands and arms. The employee frequently is required to climb or balance and stoop, kneel, crouch, or crawl and lift and run. Must have the ability to perform relatively strenuous physical activities. Hand / eye coordination for operation of capture and restraint equipment and personal computer; vision for personal safety while performing essential job functions and reading and preparing written reports and documents; frequent speech communication, hearing and listening to maintain communications with employees and citizens. Frequent interruptions and noise while trying to perform duties. May include several hours a day of office and computer work. Exposure to outside elements while performing essential job functions and will have to drive in inclement weather. Can be physically and emotionally demanding. Officers are frequently exposed to chemicals while assisting at the animal shelter.

    Dental Insurance : Coverage is offered through UMR to provide dental and orthodontic care. In addition, our dental plan has no network which allows you to see any dentist you prefer.

    Vision Insurance : Coverage is offered through VSP for assistance with contacts, glasses, or other vision needs.

    Health Savings Account : A savings account that is tax-free and interest-bearing that you can use to pay for qualified medical expenses like doctor visits, prescriptions, and emergency room bills. The City of Montrose provides an employer contribution at the beginning of the year.

    Life and AD&D Insurance : City-paid policies provide security for you and your family. Additional voluntary plans are available to supplement City-paid plans for employees and their dependents.

    Retirement Plan : A defined contribution investment program for non-sworn employees. The City will match dollar for dollar up to 8% of your gross base wages. Sworn Police Officers are enrolled in a defined benefit investment program through FPPA.
